Site work for a bridge / tunnel in Upton, Massachusetts. Completed plans call for site work for a bridge / tunnel.

The project design intent is for a pedestrian trail bridge over a running brook, suitable for travel on undeveloped, conservation land. The bridge design and specifications are included on a plan entitled "Warren Brook Bridge Fowler Street Upton, MA" sheet S1.0 - General Notes Fdn & Framing Plan, by DeWolfe Engineering Associates, dated March 11, 2024. The Contractor is responsible for obtaining the permits required for the project, including a permit from the Division of Fisheries and Wildlife under the Massachusetts Natural Heritage and Endangered Species Program (NHESP), an Order of Conditions from the Upton Conservation Commission, and a building permit under the State Building Code. The NHESP permit will include a time of year work restriction based on the inactive period for the wood turtle, approximately October 15 through April 15. The Contractor must commence the work no later than March 1, 2026. The contractor is responsible for preparing a Job Hazard Analysis (JHA) prior to start of construction. The JHA shall be submitted to the Town for review and approval prior to start of construction. The Town of Upton, acting through its Town Manager, will receive sealed bids for the construction of a trail bridge on the Robertson Conservation Land at 59 Fowler Street. All questions regarding this IFB should be directed to Mary Overholt, Upton Conservation Administrator, One Main Street, Upton, MA 01568 OR by e-mail at concomm@uptonma.gov. The Owner reserves the right to waive any informalities in bids and to reject any and all bids, should the Owner deem it to be in the public interest to do so. The Work consists of construction of a trail bridge and associated ancillary and supporting work on land over which the Town holds a conservation restriction and trail easement, and all work incidental thereto, in accordance with the specifications and plans included within the Contract Documents. Additional drawings showing details in accordance with which the Work is to be done may be furnished by addendum from time to time during the bidding period, and shall then become a part of the Contract Documents. The Contractor shall furnish all labor, services, materials, equipment, plant, machinery, apparatus, appliances, tools, supplies, and all other things necessary to do all work required for the completion of each item of the Work and as herein specified. The Work to be done and paid for under any item shall not be limited to the exact extent mentioned or described but shall include all incidental work necessary or customarily done for the completion of that item.
