- State Street Streetscape Phase 4 This project is subject to coverage under the Davis-Bacon and related acts. Contractors bidding shall comply with the City of Erie's MBE and WBE Policy. Bid # 1828-25 will be financed through Community Development Block Grant (CDBG) funds. This project is subject to the requirements of Section 3 ofthe Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u. This project is also financed through the Redevelopment Assistance Capital Program (RACP) funds. This project is subject to the requirements ofRACP guidelines and will be reviewed throughout the project. Each proposal must be accompanied by a bid bond in the form of a Corporate Surety Bond, Certified Check, Cashier's Check or Certificate ofDeposit in the sum often percent (10%) ofthe total amount ofthe bid.
