Site work and new construction of a military facility in Washington, District of Columbia. Working plans call for the construction of a 9,000-square-foot military facility; and for site work for a military facility.

**As of October 9, 2025, the project is canceled. No definite date for the rebid.** The James J. Rowley Training Center (JJRTC) is the primary training facility for the United States Secret Service (USSS). The campus is located at 9200 Powder Mill Road in Laurel, Maryland on approximately 490 acres. The United States Secret Service, James J. Rowley Training Center (JJRTC) is the main training facility for USSS personnel. The facility consists of multiple buildings housing classrooms and conference rooms. JJRTC must provide the best training environment to USSS law enforcement agents, officers and civilian support personnel. The period of performance for this requirement is 260 calendar days from date of 'Notice to Proceed' (NTP). Questions to this solicitation shall be sent to Contract Specialist, Theresa Williams at Theresa.Williams@usss.dhs.gov no later than 10:00am EST, August 6, 2025 Project Description a. The purpose of this project is to design and construct a climate controlled Multiuse Training Facility allowing year-round training and certifications of the Small Unmanned Aircraft Systems (sUAS) pilots. b. Period of Performance - The period of performance for this task order is 260 calendar days from date of 'Notice to Proceed' (NTP). c. As a minimum, the following guidelines shall apply: i. The manufacturers full material and equipment warranty shall be extended to the USSS and will not begin until project is finalized and closed. ii. Use only high-quality commercial grade materials and sealants. iii. The Contractor shall follow all applicable local, state, and federal building regulations. iv. Remove and sustainably dispose of all debris and unsalvageable materials from the Campus per the applicable regulations. v. All installations shall follow the manufacturer's requirements & recommendations. vi. All work is turn-key. vii. Verify that the necessary power requirements exist prior to work start. viii. The contractor shall provide all labor, personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to meet the requirements established in the statement of work. The contractor is to provide a minimum of 9,000 sq/ft of usable, under roof training structure at the corner of Observation Road and 18th Street. This structure is to be climatized by 3 phase HVAC systems for heating purposes to ensure that a sustainable temperature range of up to 74 degrees F is achievable in any season. All HVAC equipment is to be located on concrete pads and minimum 1' concrete edge to extend beyond equipment on all sides. The HVAC System shall have local controls. The foundation of the structure should be designed to extend to local frost depth criteria and withstand local and international building code snow loads. Gravel pad shall be nuclear density tested and achieve 95% of maximum dry density per the standard proctor (ASTM D698). The subgrade for the Structure location shall also be tested prior to base material being placed. The structural framing should also be designed to withstand all Local and International Building codes. The interior center usable flying height is to be 30'5" minimum with the sidewall usable flying height is to be 15'4" minimum (the taper to the building is to not exceed the current YURT slope/gradual drop). Lights, HVAC, electrical and all other obstructions should be designed to not interfere with these flying height restrictions. Interior building flooring it to be a 5" thick concrete floor with a minimum PSI of 4000, #4 rebar 12"x12" spacing on a minimum 8" aggregate base. All preparation, base material and hardware are to be included. Contractor is to provide 3 phase 480 volt power to the structure and coordinate/execute any necessary upgrades with the local electrical utility. All exterior electrical boxes are to be Nema 4x and provide sufficient capacity for future growth. LED lighting is to be installed to provide even lighting without shadowing throughout the structure and installed not to hinder the flight requirements mentioned previously. Lighting is to be daylight brightness with minimum LUX rating of 500. Lights are to be dimmable and dimmable switches are to be located at every door for light operation. Electrical panels are to be Square D minimum 30 slots. Electrical outlets 110v single phase are to be evenly spaced every 15' on each side of the structure 4 separate circuits ran in EMT. Structure is to have gable end panels with an operational 18'W x 18'T commercial grade insulated motorized door with industrial 3 phase motor on one end. Garage door is to seal on the concrete foundation. Two, 36" x 80" man doors are to be installed with panic hardware and locking handles (keyed to USSS requirements), locations designated by USSS during design. Contractor is to provide all materials, labor, design and execution to complete a turnkey structure for the sUAS division. All materials to be hauled offsite. TENSIONED COVER SYSTEM -All fabric components are Berry Compliant and manufactured using 22oz Vinyl laminated fabric -Color: White -All welds are Radio Frequency welded to provide the highest strength seal -Each cover panel connects to the arches of the shelter securely utilizing a Keder system -Cover panels are 12'6" wide to allow for easy handling during installation -Fabric is secured to the perimeter of the LAMS creating a barrier for intrusion b. Specific Inclusions: i. Grading improvements to construct an 18'W gravel access road from Observation Tower Road to Structure garage door. ii. Clearing and grubbing forested area to extend 30' in all directions beyond the structure and is not to begin until November 1st and must be completed by April 1st, include offsite reforestation. iii. Removal of up to 8" topsoil at building site iv. Install 12" thick gravel parking lot 40' x Width of the building c. Provide as an Option to the Contract: i. The HVAC system is to have local controls as well as an HMI system connecting all controls to the Eytchison BMS system using Honeywell N4, Niagara building automation system. The contractor is to provide control graphics for the BMS HVAC system. Connection from the Multi use training facility will be to the antenna building across Observation Tower Road. Contractor is to provide 6 pair fiber and connect to current USSS data system. All necessary equipment and hardware are to be provided.
