December 1, 2025 Anticipated Notice to Proceed The County of McHenry, Illinois, hereby solicits qualified and interested firms to submit statements of qualifications ("Qualifications") for providing all services, supervision, labor and equipment necessary to provide the County with various Phase III construction engineering services for various locations on the McHenry County highway system in accordance with federal, state and local laws and regulations (both current and as amended). The attention of bidders is directed to the McHenry County Purchasing Ordinance, revised November 1, 2023. This Ordinance is incorporated by reference into this bid as if it were contained herein. Any communication regarding this solicitation between the date of issue and date of award is required to go through the County Procurement Department Only. Unauthorized contact with other McHenry County staff, officers, or Engineering firms is strictly forbidden. McHenry County reserves the right to reject any or all Qualifications, to waive irregularities, and to accept that Qualification which is considered to be in the best interest of the County. Any such decision shall be considered final. This Request for Qualifications (RFQ) based submittal is for the purpose of contracting with a qualified engineering firm to assist the County of McHenry in performing Phase III Construction Engineering Services for McHenry County Division of Transportation roadway projects. The projects and tasks shall be determined by the McHenry County Division of Transportation. At this time, projects for evaluation have yet to be identified. The chosen consultant will manage the day-to-day operations of the construction contract(s) (completing all paperwork, material inspections, and construction inspections) and will be the primary public contact for the assigned project(s). The assigned construction project(s) maybe be funded with local County funds, MFT funds or Federal funding sources. The anticipated scope of work for this contract will include, at a minimum, the following items. Anticipated Construction Project Work Items (may include, but not limited to the following): o Full time Resident Engineering on a project(s) spanning the entire 2026, 2027 and 2028 construction seasons. This may be a federally funded or in-house funded project not limited to roadway and/or bridge construction o Provide contract management including but not limited to all contractor communications, utility coordination, and the preparation and processing of all pay estimates and change orders o Provide construction inspection services to ensure that the project is being built to specifications o Weekly coordination with our PIO on all relevant construction updates that will be included in website and social media updates o Verification of construction layout performed by contractor o Preparation of construction project job box in MCDOT format and order o Preparation of daily and weekly work reports per IDOT requirements o Preparation of erosion control inspections o Construction documentation per IDOT requirements utilizing CMMS o Perform all necessary shop drawing reviews including but not limited to working with the Design firm of a particular project assigned to o Coordinate construction materials testing needs with the County's construction materials testing consultant. o Construction materials testing services will be provided by the County's Construction Materials Inspection Consultant o GPS survey equipment experience is required o Attend construction team collaboration meetings with internal construction staff as needed The anticipated length of the contract will be approximately 36 months, or three fiscal years, which run from December 1st and conclude November 30th. The anticipated contract start will be December 1st, 2025. The anticipated budget for the first fiscal year FY 2026 is projected to be $400,000.00, which is subject to change and availability of funds. The method of Contractor Selection has not been Determined at this time.
