As of November 24, 2025, this project has not yet been awarded. The project is expected to be awarded on December 16. The Town of Rockland, Massachusetts (the Town) is soliciting proposals to design, permit, and construct a landfill closure and post-closure project at 279 Pleasant Street, which is the site of the Town'sinactive landfill (the Landfill). The Landfill stopped accepting waste in 1985 and the site has been regulated as a Solid Waste site (under 310 CMR 19.00) by the Massachusetts Department of Environmental Protection. The Town is seeking interest from a third-party entity to complete the landfill closure and post closure reuse project at the Landfill on behalf of the Town. The project will include permitting, design and construction of the landfill closure including post-closure reuse of the site. The Town reserves the right to reject any and all proposals, waive any defects, informalities and minor irregularities, and make such award or act otherwise as it may deem in its best interest. The Town of Rockland has identified opportunities to provide additional access to both passive and active outdoor recreation. The Landfill project described in this RFP is a key step toward this objective. Town staff and committees have identified this as a priority action for several reasons: 1. It will reclaim a degraded site and require a cap to mitigate potential environmental hazards. 2. It will provide the Town with an additional asset to offer community members an area of passive and/or active recreation in an area of town with minimal recreational opportunities. 3. It is an opportunity for the Town to implement two projects that are in-line with Town short-term and long-term goals. 4. There is strong public support for additional passive and/or active recreational open space. Question Deadline 09/08/2025 Questions must be submitted in writing to DLapp@rockland-ma.gov. The Town shall issue an addendum listing each written question received and its response and publish the same on the Town's website. Only the information contained in that addendum shall be relied upon when submitting a response. The burden shall be on a Respondent to seek further clarification from the Town in writing if the information contained in the addendum deviates from the Respondent's intent or understanding. The Contractor shall provide all labor, supervision, equipment, materials, transportation, and other means necessary to provide all services in accordance with the RFP documents and the scope of work described in proposer's response to the RFP attached hereto and incorporated herein. All workmanship shall be of the highest quality. Any workmanship determined to be below the high standards of the particular craft involved will not be accepted, and will be corrected and/or replaced by the Contractor as required by the Town.
