No definite date for the rebid.** Reference Number 0000396370 The Town of Keenesburg is looking to update deficiencies in the stormwater drainage system on CR 59. This project will rectify drainage issues from water traveling North to Southeast. Professional Engineering Consultants (PEC) is soliciting bids from qualified companies to provide the Town of Keenesburg (Town) with construction services to install new storm sewer piping and inlets along County Road (CR) 59 within the Town limits. An overview of the the proposed project is provided as Figure 1. The Contract addresses the following general work services: the Project will include installation of storm inlets and reinforced concrete pipe for drainage of stormwater on CR59 from Kiser Street to an existing storm sewer pipe located approximately 500 feet south of Woodward Avenue, at the northeast corner of the Summerfield North development currently under construction. Applicable Project dates are summarized in Table 1. Estimated Kick-Off Date October 8, 2025 Completion Date January 31, 2026 pecifications for the storm drainage inlets and pipe installation are the Colorado Department of Transportation (CDOT) Standard Specifications for Road and Bridge Construction. Design drawings for the work are provided in Attachment 3. Project tasks include the following contracted work: 1) General Items: The contractor will mobilize to the site and set up a staging area (see #8 below). The contractor will be responsible for preparing and executing a traffic control plan. Erosion control will be established to meet CDPHE requirements for construction stormwater management planning. A potholing report will be provided to the contractor by the Town as information for the contractor to use to address existing utilities: the contractor shall perform their own potholing in accordance with industry standards. 2) Demolition: Demolition by the contractor will include removal of existing area inlets, existing culverts, a flared end section and riprap apron at the downstream tie-in point, concrete curb, gutter and sidewalk, and asphalt to allow trenching of the project storm sewer pipe and ancillary other project improvements. 3) Pipe Work: A 30" RCP main line will connect to an existing concrete pipe at the northwest corner of the Summerfield North development, adjacent to CR59. A new project manhole will provide the connection of the project's storm sewer main at this location. The main will extend north along the west side of CR59 to Woodward Avenue. Just north of Woodward Avenue the 30" RCP main will jog to the east edge of existing CR59 pavement, extending north to a point just north of the intersection with Kipp Avenue. Five 18" RCP laterals will connect to the main. Type R, Type 13, Type 16 and Type C inlets will be installed. A 24" RCP stub will extend north of the north project manhole and will be capped for future connection. 4) Concrete Work: No concrete curb, gutter, or sidewalk work is proposed with the Base Bid but will be included in Bid Schedule B. 5) Asphalt Work: The pipe trench and other areas demolished for the Project will be patched with an 8" HMA over 9" aggregate base course pavement section. Any striping for lanes, shoulders or cross walks demolished with asphalt will be replaced in kind. 6) Utility Work: Twenty-four utilities were potholed by the Town within the Base Bid limits. Of these 24, 16 utilities will be brought into conflict by Project storm sewer pipe. Two of the existing utilities will be removed or abandoned in place; two conflicts will be addressed with horizontal utility relocation; three crossings of potable water will be addressed via the addition of polywrap of project storm sewer pipe joints 10 feet either side of the water; and nine conflicts will be addressed with a vertical relocation of utilities. Changes: The Town of Keenesburg has prepared this RFB in good faith to establish a reasonable Scope of Work for comparison of contractor bids and to achieve its objectives for budget, quality, schedule, and cost effectiveness. The Town reserves the right to discuss the Scope of Work with the selected contractor and to revise the schedule and/or Scope of Work based on contractor input if the Town determines that changes would be in the best interest of the Town. 8) Staging Area: The selected contractor will use a Town-designated staging area for the project, likely at the Town's Public Works facility. A detailed engineer's estimate of quantities is provided in the Bid Forms. 2.2 Scope of Work, Bid Schedule B, Sidewalks and Curb Ramps Specifications for the curbs, gutters and sidewalks are the Colorado Department of Transportation (CDOT) Standard Specifications for Road and Bridge Construction. Design drawings for the work are provided in Attachment 3. Project tasks for this Bid Schedule B include the following contracted work: 1) General Items: The general items listed above also apply to Bid Schedule B work. 2) Demolition: Demolition work is addressed in the Base Bid. 3) Pipe Work: Pipe work is addressed in the Base Bid. 4) Concrete Work: Concrete work will include curb and gutter along the east and west sides of County Road 59 and adjacent to proposed ADA curb ramps. Curb, gutter and sidewalk, along with ADA compliant ramps will be installed for the base bid work to the northwest corner of Woodward Avenue and CR59 and both west corners of Kipp Avenue and CR59. Curb, gutter, and sidewalks will be installed for the Bid Alternative at both west corners of Kiser Avenue and CR59, as well as for project inlets not at the street corners referenced. 5) Asphalt Work: Asphalt work is addressed in the Base Bid. 6) Utility Work: Utility work is addressed in the Base Bid. 7) Changes: The Town of Keenesburg has prepared this RFB in good faith to establish a reasonable Scope of Work for comparison of contractor bids and to achieve its objectives for budget, quality, schedule, and cost effectiveness.
