The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified General Contractor to Construct the General Government Office Building - Phase I (Project). The General Government Office Building Phase I is a three (3) story 125,000 square foot (SF) office building located on Adoption Drive in Leesburg. This facility will be occupied by the following Loudoun County departments: Building and Development, Planning and Zoning, Environmental Health Services and the Office of Mapping and Geographic Information. The ultimate full build out of Phases I-IV is planned to be a total area 425,000 SF. The Phase I building is striving to obtain a Leadership in Energy and Environmental Design (LEED) Silver certification. Phase I consists of the development of the entire site to include all sitework, utility, parking, and road improvements. Phase I will also construct one (1) 125,000 square foot multi-story office building and provide pad ready sites for the three (3) future office buildings. The proposed ultimate condition of the site is for a four (4) building complex constructed over multiple phases. Currently, only Phase I is funded in the County's Capital Improvement Plan. It is anticipated that the design of the Phase I building will be replicated for the future buildings. The building site is located within the Leesburg Electoral District on Adoption Drive, just west of the Loudoun County Animal Services Facility, also located on Adoption Drive.
