The District reserves the right to postpone the opening of proposals, accept or reject any and all proposals, and to waive any informality in any proposal, all as District deems to be in its own best interests. Neither the payment of any estimate nor of any retained percentage shall relieve Contractor of any obligation to make good any defective Work or material.
