The purpose of this IFB is to solicit bids for a licensed plumbing contractor to diagnose plumbing problems and perform plumbing repairs. Scheduled preventive maintenance is not included unless the Contract Administrator and/or the Chief Engineer determine that is needed for a specific work order. The Contractor shall diagnose and repair the plumbing systems at seven Hawai'i District harbors and one launch ramps as needed. There is one (1) line item in the Bid Proposal for this contract based on the bidder's hourly rate: o Line Item No. 1 is for diagnosis and repair of plumbing. o Line Item No. 2 is a fixed allowance item in the amount of $35,000.00 to cover unforeseen conditions, equipment rental or usage as itemized in Line Item No. 3, additional work, and repair and or additional projects. The contractor shall be aware that the total amount in the proposal does not obligate the State to expend the funds. The assignment will be given to the contractor and shall be as needed. The Sum of Line Items 1 and 2 is the base bid that will be used to determine the low bid. The contract will be awarded to the lowest responsive and responsible bidder. Line item #3 is for the usage Contractor owned equipment. The contractor shall obtain approval for the use of their equipment prior to the commencement of any work. The Contractor must bid for all line items to be considered for award. The contractor shall provide a cost breakdown for all repair projects including total hours worked and equipment used. Unless an emergency condition exists, the contractor shall provide a proposal showing the total estimated hours and type of equipment to be used for approval prior to starting work. Line Item No. 1 is the diagnosis and repair of the plumbing systems at Division facilities. The Contractor shall furnish the labor, equipment and materials to repair the malfunctioning plumbing components on the shore and on the piers. BONDING The bidder must provide a Bid Bond when submitting the Bid in HIePro. The Bid Bond shall be as specified in Hawaii Revised Statutes 103D-323 and the Procurement Rules under Subchapter 24. The successful bidder must enter into and execute a contract with the Board of Land and Natural Resources and furnish a Performance and Payment Bond, as required. These bonds shall conform to provisions of Section 103D-324 and 325, Hawaii Revised Statutes and any law applicable hereto. TERM OF CONTRACT Contractor shall enter into a contract for furnishing Plumbing Repair Services for the twelve-month period commencing on official commencement date on the Notice to Proceed. Unless terminated, contract shall be extended for not more than two (2) additional twelve-month periods or portions thereof without the necessity of re-bidding upon mutual agreement in writing, at least sixty (60) days prior to expiration provided that the contract price for the extended periods shall remain the same or lower than the initial bid price. The Contractor or the State may terminate the extended period of the contract at any time upon sixty (60) days prior written notice.
