The project will be funded by the Pennsylvania Community Development Block Grant (CDBG) Program as administered by the County of Cambria. Site Improvement Activities involve all work incidental to theconstruction of improvements to Wagner Road in the Township of Jackson, to include but not be limited to, 1.5" milling of 125 S.Y. of bituminous pavement, 515 S.Y. of gravel driveway adjustment,540 Ton of superpave asphalt mixture design leveling course, 1,090 Ton of superpave asphalt mixture design wearing course, bituminous tack coat, joint sawing and sealing, removal of existing pavement,pavement marking, maintenance and protection of traffic, erosion and sedimentation control, site restoration, quality control, clean up and related activities. An Add Alternate to the Base Bid will include 95 S.Y. of gravel driveway adjustment, 525 Ton of superpave asphalt mixture design leveling course, 1,050 Ton of superpave asphalt mixture design wearing course, and additional bituminous tackcoat and pavement marking. Addenda, if any,will be issued to only those persons whose name and address are on record with the Redevelopment Authority as having obtained the Contract Documents. A certified check or bank draft, payable to the order of the Redevelopment Authority of the County of Cambria, negotiable U.S. Government bonds, at par value, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in the amount equal to ten percent (10%) of the total Bid for Site Improvements, will be submitted with each Bid. The successful Bidder must furnish100% Performance, and Labor and Material men's Bonds before the awarding of the Contract. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards,nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. The Redevelopment Authority of the County of Cambria reserves the right to reject any or all Bids, to readvertise or to waive any informalities in the Bidding. Bids may be held by the Redevelopment Authority of the County of Cambria for a period not to exceed thirty (30) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding of the Contract. No oral interpretation will be made to any Bidder as to the meaning ofthe Contract Documents or any part thereof. Every request for such an interpretation shall be made in writing to the RACC. Any inquiry received seven or more days prior to the date fixed for opening ofBids will be given consideration.
