1. Summary The Escambia County Waste Services Department located at 13009 Beulah Road, Cantonment, FL 32533 is looking for a qualified contractor to provide leachate treatment services, specifically treating total nitrogen (reducing ammonia nitrogen concentrations) at the Perdido Landfill. Project includes; furnishing all labor, materials, equipment, tools, transportation, services, environmental, incidentals, and performing all work necessary to complete the project. All work will be performed during normal business hours for Perdido Landfill M-F 7am-5pm and Saturday 7am-330pm. 2. Background Escambia County owns and operates the Perdido Landfill (landfill) located in Cantonment, Florida. Approximately 6,500 to 20,000 gallons of leachate is generated per day. The leachate is currently managed via an on-site pretreatment system consisting of an aerated pond and an anoxic pond dosed with a source of carbon to function as an SBR. Treated effluent of the SBR is currently sent offsite to the Escambia County Utility Authority (ECUA) wastewater treatment facility. Due to restrictions on nitrogen loading to 450 lbs per week (rolling 4-week average), discharge is limited to approximately 14,000 gallons per day. Nitrogen in leachate is primarily constituted of ammonia. In order to discharge a higher volume of effluent, up to 35,000 gallons per day, which represents the maximum daily discharge volume per the ECUA discharge permit, the County will need to reduce the ammonia-N, total nitrogen. The volume of leachate in the SBR ponds should be reduced by approximately 1.5 million gallons to restore the SBR system to functionality and allow for additional upgrades to reach the required effluent values with onsite treatment.
