Scope of Services Valley Water is soliciting bids from qualified contractors for the Roof Repair and Internal Gutter System Replacement project at the Santa Teresa Water Treatment Plant (STWTP) in San Jose, California. The work includes cleaning and replacing approximately 1,000 linear feet of the internal gutter system, installing new clad metal flashing, applying a 45-mil TPA single-ply membrane, and installing new drip edge and coping metal. Contractors will also install and heat-weld new drain flashings, perform leak testing, and provide a final quality assurance report. The project requires strict compliance with safety standards, daily reporting, and coordination with Valley Water to minimize disruption to facility operations. Substantial completion is required within 30 calendar days of mobilization, with the overall project goal of completion by October 31, 2025. Other Details Bidders bidding as the prime Contractor shall possess a valid California State Class C-39 Roofing Contractor and/or Contract Class B Contractor's License at the time of bid submission and throughout the Contract term. All questions and/or requests for clarification concerning this solicitation must be submitted through the Q&A feature on this portal before the date and time stated on the bid information and/or the Q&A tab. The undersigned understands and agrees to be bound to the proposed Scope of Services and Cost Proposal for 180 days from the date of proposal submittal. Proposers may not communicate with Valley Water Board Members, staff, or consultants who currently provide services for Valley Water. All inquiries regarding this upcoming solicitation should be directed to person named in the Contact Information section. All bidders must complete and submit a verified electronic Bidder's Bond (e-Bond) Upload the e-Bond (in PDF), with the Bond Verification Number written on it, in the required attachment field called "Bid Bond". Q&A Deadline 09/08/2025 2:00 PM (PDT) Contractor shall furnish all labor, materials, equipment, tools, supervision, and services necessary to complete the work described herein. Contractor shall complete the following tasks: 1. Perform a thorough cleaning of the existing internal gutter system, approximately 1,000 linear feet, using pressure washing equipment. 2. Carefully remove drip edge metal from under the metal roof panels, drilling out rivets as necessary. 3. Unfasten coping metal along the roof edge, loosening only as required to insert new clad metal L-flashing beneath. 4. Inspect all sub-surfaces beneath the existing membrane. Notify the Valley Water Project Manager of any sheathing repairs required and submit a change order request for written approval prior to proceeding. 5. Install new L-flashing, fastening with selftapping screws. 6. Install 45-mil TPA single-ply membrane across the internal gutter system using TPA bonding adhesive LV. 7. Properly terminate the single-ply membrane beneath the metal roof panels using a termination bar. Seal the backside with water block sealant. 8. Heat-weld TPA membrane to the clad metal L-flashing and at all details, including corners and T-joints. 9. Install and heat-weld approximately 75 Flashco PVC drain flashings into the existing drains. 10. Install new drip edge metal over the single-ply termination under the roof panels using gasket screws. 11. Re-fasten coping metal using new gasket screws. Seal all joints with Tremseal Pro sealant. The Santa Clara Valley Water District (Valley Water) has a Small Business Outreach Program, which establishes a thirty (30) percent minimum participation goal.
