Estimated budget: Contract 1 – Gen/Mech - $1,933,000 Contract 2 – Electrical - $95,000 The Burrell Township Sewer Authority is requesting Bids for the construction of the following Project: Pump Station Upgrades. The project includes work at existing Social ville, Volks, and Strangford sewage pump station sites. The work primarily includes the replacement of the existing pumps/controls, piping, valves, and appurtenances in the existing wet wells and valve vaults. The work also includes the construction of new pavilion-style shelters (at each site) to house the pump controls and associated electrical equipment. A new wet well and wet well aeration equipment is proposed at the Social ville pump station site. This contract involves the electrical work associated with the scope of Contract 2025-1. Faxed bids will not be accepted. A certified check or bank draft, payable to the order of the Owner or negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond on the form provided, executed by the Bidder and an acceptable surety (Surety companies must appear on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in the State of Pennsylvania), in an amount equal to ten percent (10%) of the total of the Bid shall be submitted with each bid to guarantee the Bidder's entrance into a contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements set forth in the plans, specifications or any applicable statutes of the Commonwealth of Pennsylvania, or any applicable municipal ordinances. This project will be funded through PENNVEST, Davis Bacon wage rates will apply to each contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, non discrimination in hiring practices and related matters. The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price on the forms provided, with a surety company listed on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in the State of Pennsylvania. All contractors are required to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, et. through the detailed documentation of solicitation of Disadvantaged Business Enterprises (DBE's). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. The "Steel Products Procurement Act", "American Iron and Steel", and "Build America, Buy American Act", apply to this project for all steel used for construction. All contractors and subcontractors shall comply with the Public Works Employment Verifications Act. The Act requires the contractor to verify employment eligibility through the e-verify program operated by the United States Department of Homeland Security as a precondition of being awarded a contract for this project. The contract documents contain information and verification Form regarding the Act. Bidders for this contract shall have completed projects similar in character and scope and will be required to provide with their Bid a Qualifications Statement for prime contractor and all subcontractors. Addenda, if any, will be issued to only those persons whose names and address are on record with Stiffler, Graw & Associates, Inc. as having obtained a copy of the Contract Documents. Document note : A $10.00 ($5.00 for Digital) fee for postage and handling will be required for Contract Documents that are mailed to bidders. The Burrell Township Sewer Authority reserves the right to reject any or all bids or to waive any informalities in the bidding.
