Reference Number 00004692814 The RFQ is an invitation by the City of Toronto (the “City”) to prospective Suppliers to submit bids for the non-exclusive provision of Processing Services for up to 35,000 tonnes annually of Yard Waste Material with or without Haulage Services, as further described in Part 3 and the Contract (the “Deliverables”). Refer to RFQ Part 2 Agreement and 3 Spec for more details. It is the City’s intention to award each Option (Option 1) processing of up to 20,000 tonnes and (Option 2) processing of up to 15,000 tonnes of Yard Waste to two (2) separate legal entities with or without Haulage Services based on the Supplier’s meeting specifications and providing the lowest overall costs in each Contract. Compliant Bids will be ranked based on the lowest total submitted pricing per each Contract and shown in Part 5 – Pricing Form. Suppliers may submit a bid for either one or both Options: Option 1 - processing of up to 20,000 tonnes and/or Option 2 -processing of up to 15,000 tonnes of Yard Waste material. If one supplier offers the lowest cost for both Option 1 and Option 2, the City will award this supplier with Option 1 (20,000 tonnes) ONLY and award Option 2 (15,000 tonnes) to the next supplier with the lowest cost meeting specifications for Option 2. ONE SUPPLIER WILL NOT BE AWARDED FOR BOTH OPTIONS Specific Conditions for Procurement: The Supplier must have satisfactorily provided Yard Waste Material Processing Services at the receiving facility for at least two (2) projects within the past four (4) years. Each project in minimum must have had an average aggregated contract value of 70 percent of the overall contract value being bid on in this procurement in Canadian dollars excluding taxes and must have involved the satisfactory processing of an aggregated volume of 60 percent of the awarded tonnage of Yard Waste Material into Compost for two (2) End Markets. The Compost does not need to be derived exclusively from municipal Yard Waste Material. Sub-Contractor experience is acceptable, if Supplier is partnering with a Sub-Contractor.
