Renovation of a mixed-use development in Wilmington, Delaware. Completed plans call for the renovation of a medical facility.
RFI answers posted from September 25, 2025 to September 30, 2025 due to Contracting awaiting answers to 4 remaining RFIs The contractor shall furnish all labor, materials, tools, equipment, supervision, and transportation necessary to construct additional negative pressure rooms at the Wilmington VA Medical Center. The scope includes site investigation, demolition, and construction work in the Emergency Department and Intensive Care Unit to support a fully functional negative pressure system. Specific tasks involve saw cutting, excavation, concrete and masonry removal, installation of mechanical piping, electrical systems, control system upgrades, and coordination with hospital operations to minimize disruption. The contractor must comply with all applicable federal, state, and local regulations, VA technical standards, and environmental and safety requirements. Additional responsibilities include infection control, fire alarm system modifications (to be performed by BFPE), construction waste management, permit acquisition, and detailed documentation including photographs and inspection reports. All welding must be performed and inspected per ASME standards, and piping prefabrication must be completed by certified shops. The contractor is also required to provide temporary utility systems if shutdowns are not feasible and restore all disturbed landscaping. Quality control must be managed by a dedicated inspector, and site access, personnel identification, and conduct are strictly regulated. The contractor must submit a project plan, critical path schedule, and comply with wage and hour laws. Final payment will be contingent upon successful completion, inspection, and submission of warranties.
