Demolition and site work for a mixed-use development in Logansport, Indiana. Completed plans call for the demolition of a municipal facility; for site work for a municipal facility; and water / sewer project.

Sealed bids for the demolition of the Exide concrete building pad, soil remediation and site restoration. Subcontractors, small, minority or women owned enterprises, and other interested parties are invited to attend. All interested citizens are invited to attend and should any citizens require special provisions, such as handicapped modifications or non-English translation personnel, the Owner will provide such provisions as long as the request is made by end of business Thursday, August 28, 2025. The Project will be conducted in Five (5) Stages, defined and outlined as follows: Stage 1 Pre-Demolition Work will include all notifications, insurance, and project documentation. The scope also includes mobilization, utility identification, erosion control and permits. Stage 2 Soil Excavation and Disposal A limited excavation of approximately 600 tons of chlorinated solvent (TCE) and lead impacted soil will be removed from the site. The soil shall be excavated, loaded into roll off boxes, and disposed of as either hazardous or non-hazardous waste (under an IDEM contained-in determination) based upon soil sample results collected during waste generation. Stage 3 Soil Excavation, Treatment, and Disposal Remediation and disposal of approximately 8,700 cubic yards of lead impacted soil at the site. The soil shall be treated on-site per the bid specifications in order to properly dispose of the soil at a subtitle D (non-hazardous waste) landfill. Some of the lead impacted soil may be disposed of at a hazardous waste landfill. Stage 4 Demolition Demolition of the Former Exide building will include demolishing the former building pad (approximately 218,000 sq. ft. / 5.0-acres), removing all footers, and crushing of all the onsite concrete. The buildings slabs and foundations will be removed to at least 3-feet below grade. Work will include notifications, insurance, site preparation, protection of utilities, protection and/or capping of existing utilities, and compliance with bid specifications. Stage 5 Site Restoration Upon receiving approval from the Engineer that the soil excavation, soil remediation, demolition of the building pad, and crushing of the concrete is complete and performed according to the specifications the contractor will place approved backfill material in wind rows and cover according to bid specifications. Questions regarding this bid specification shall be directed to Jacob Teuschler and shall be submitted on or before September 10, 2025, by 1:00 P.M. (local time) Questions will be answered publicly in the form of an Addendum and submitted to the prime contractors who attended the pre-bid meeting and/or the prime contractors who requested the bid specifications by contacting Jacob Teuschler. The work to be performed and the proposal to be submitted shall include sufficient and proper sums for all general demolition, removal, remediation, construction, mechanical, labor, materials, permits, licenses, insurance, and so forth incidental to and required for the demolition of the facilities. Each proposal must be enclosed in a sealed envelope bearing the title of the Project and the name and address of Bidder. All proposals must be submitted on the bid forms as identified in the Contract Documents and Specifications Each proposal shall be accompanied by a certified check or acceptable bid bond made payable to the Logansport Utilities, in a sum of not less than five percent (5%) of the total amount of the bidders aggregate proposal, which check or bond will be held by the Owner as evidence that the bidder will, if awarded the contract, enter into the same with the Owner upon notification from him to do so within ten (10) days of said notification. Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time he/she executes his/her contract. The bonds will be in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion. The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such a combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days. The Bidders attention is also called to the Minority/Women Business Participation requirements contained in the Project Specifications. The Indiana Office of Community and Rural Affairs has adopted a State goal of 10% participation for minority and women owned businesses for construction related or purchase related contracts for the work.
