Site work and new construction of a mixed-use development in Ellensburg, Washington. Completed plans call for the construction of a playground / park / athletic field; for site work for a playground / park / athletic field; and water / sewer project.

The project will provide a fish facility building to rear and research Yakima Basin endangered fish species and enhance the recovery of the Bull Trout population. The proposed Facility is located adjacent to the Easton State Park northeast of Easton Diversion Dam. Bid improvements consist of installing the rearing and research building and all the required equipment and utilities as defined in the design drawings to operate the facility. The Project has been divided into two phases based on the available funding. Phase 1 of the bid improvements are for installing the facility's metal building including the earthwork and foundation, installing the exterior doors and windows as well as all the underground utilities and plumbing inside and outside of the building. Phase 2 of the bid improvements are for installing all the interior structures including the walls, doors and windows as well as all the mechanical, electrical and operational equipment inside and outside of the facility. Phase 2 award will depend on a variety of factors, including, but not limited to, grant funding award, weather, cost, Contractors work plan and demonstrated productivity on Phase 1. Total bonding capacity for all phases if options are awarded is estimated at $3,500,000 to $4,000,000. The District specifically reserves the right, in its sole discretion, to reject any or all Bids or re-Bids or to waive inconsequential deviations from Bid requirements not involving time, price, or work quality. Pre bid meeting notes: Representatives of District and Engineer will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference or independently scheduled site visit prior to submitting a bid. For bidders unable to attend the scheduled pre-bid conference, contact the District to schedule access to the site to view existing conditions. Any questions stemming from site visits will need to be submitted for public response through the District bid information posting process. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Question Deadline 09/24/2025 All questions about the meaning or intent of the Bidding Documents are to be submitted to District in writing. Interpretations or clarifications considered necessary by District in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by the office issuing documents as having received the Bidding Documents. Questions received less than 2 days prior to the date for opening of Bids may not be answered. The completed Work will provide Owner with Easton Rearing and Research Facility and includes a fish facility building to rear and research Yakima Basin endangered fish species and enhance the recovery of the Bull Trout population.
