For the Mettawa Oasis Park Swale Grading Project- The work consists of grading a swale and associated restoration work All proposals must be accompanied by a proposal guaranty in the amount of 10% of the total bid in the form of a bid bond or certified check made payable to the Village of Mettawa. Question Deadline 09/05/2025 All questions concerning the bid document or specifications must be submit ted via email to the Village Engineer. A writ ten response will then be provided to all known bidders. No interpretations, clarifications or addenda will be issued after the fourth day prior to the scheduled bid opening. The Village reserves the right to reject any and all bids, or to waive any in informalities, irregularities, or defect in a proposal, should it deem it to be in the best interest of the Village to do so. 1. Excavate and fill as shown on EXHIBIT A attached hereto and made a part hereof; 2. Complete the project, including all landscaping and site restoration by November 30, 2025; 3. Provide a 10% bid bond and a performance bond for the total project in the amount of the bid; 4. The Contractor will provide all necessary construction staking work; 5. Provide all required tree and brush removal; 6. Strip topsoil and stockpile for later use on the disturbed areas; 7. Provide all required excavation and filling to achieve the proposed grades shown on Exhibit A; 8. Dispose of any excess fill off-site; 9. Supply topsoil as required; 10. Maintain the streets in a clean condition, and utilize street sweepers and such other equipment and methods as directed by the Village Engineer to keep the streets clean of mud, dirt, debris, and dust; 11. Repair promptly any pavement damage caused by the work; 12. Limit activities on the project to 7:00 AM to 7:00 PM on weekdays, and 8:00 AM to 4:00 PM on Saturday; 13. Provide traffic control as required; 14. Install and maintain during construction all erosion control measures required on the soil erosion control plan; 15. Provide the services of a Designated Erosion Control Inspector (DECI) for the duration of the project, including submittal of all required reports to the Village Engineer; 16. Pay any required permit fees, Village fees will be waived; 17. The Village will assess a penalty of $250 per day for each day beyond the completion date shown above; 18. Provide the Village with an insurance certificate evidencing the coverages and endorsements required in this Agreement; and 19. The Contractor shall warrant the materials and work performed, including turf cover, under this contract for a period of two years after the date of completion of the project. 20. The Village reserves the right to reject any and all bids, or to waive any informalities, irregularities, or defect in a proposal, should it deem to be in the best interest of the Village to do so. The bid will be awarded, if at all, to the lowest responsible bidder as determined by the Village which will take into consideration the qualifications of the bidder, including but not limited to the proposed amount, conformity with the specifications, any other information which will assist in making a decision. 21. Tentatively, the Village Public Works Committee will review submitted bids at its September meeting and consider approval of the lowest responsible bid. The Village Board will consider approval at their September, 2025, meeting.
