Provide all equipment, materials, labor, and transportation necessary to perform preventative maintenance and cleaning services to the Heating, Ventilation, and Air Conditioning (HVAC) system and ductwork at the Otter Brook Lake Project Office. Services include annual HVAC maintenance and duct cleaning in the base year, followed by biannual HVAC maintenance in two optional years. Maintenance tasks cover inspection, cleaning, and servicing of components such as the air handling unit (AHU), energy recovery ventilator (ERV), cabinet unit heater (CUH), mini split heat pump, boiler, circulator pumps, and heat pump water heater. Duct cleaning must follow NADCA standards, using mechanical methods that ensure cleanliness without damaging system integrity. After each service, the contractor must submit an inspection and deficiency report detailing any issues found, prioritized by usage, safety, and repair cost. All work must comply with applicable OSHA, USACE EM 385-1-1, and other federal, state, and local safety and environmental regulations. The contractor must provide qualified personnel, including a Level 3 Site Safety and Health Officer, and ensure proper conduct and compliance with security protocols. A pre-work conference is required before starting any work, and all submittals must be reviewed and accepted prior to field activities.
