Renovation of a multi-residential development in South Charleston, West Virginia. Completed plans call for the renovation of a multi-residential development.

Work includes replacement of existing kitchen cabinets and plumbing, etc. All bidders shall have a minimum of 5 years experience in the work being performed. The scope and details of the proposed work will be covered. Attendance is recommended. Site visitation is mandatory. Site visitation will be conducted immediately after the prebid meeting. South Charleston Housing Authority reserves the right to reject any or all bids or to waive any informalities in the bidding. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the South Charleston Housing Authority. A certified check or bank draft, payable to the South Charleston Housing Authority Par Value U. S. Government bonds or a satisfactory bid bond executed by the acceptable sureties in an amount equal to five percent of the bid shall be submitted with each bid. The successful bidder will be required to furnish and pay for satisfactory performance and payment bond or bonds or furnish other surety acceptable to South Charleston Housing Authority. Attention is called to the Section 3 HUD Act of 1968, as amended by the Housing and Community Development Act of 1992, and the requirements for a Section 3 Affirmative Action Plan; and provisions concerning equal employment opportunity, and the provisions payment of not less than the prevailing salaries and wages as set forth in the Specifications which must be paid on this project. The following notice shall be included in, and shall be a part of, all solicitations for offers and bids on all Federal and federally assisted construction contracts or subcontracts in excess of $10,000 to be performed in geographical areas designated by the Director pursuant. The goal and timetable for minority and female utilization shall be included in all Federal and federally assisted construction contracts and subcontracts in excess of $10,000. The goals are applicable to the contractor's aggregate on-site construction workforce whether or not part of that workforce is performing work on a Federal or federally assisted construction contract or subcontract. The goal of 20% for minorities and women applies nationwide. These goals are applicable to all the contractor's construction work (whether or not is a Federal or federally assisted) performed in the covered area. The Contractor's compliance with the Executive Order and the regulation in 41 CFR Part 60-4 shall be based on its implementation of the Equal Opportunity Clause, specific affirmative action obligations required by the goals established for the geographical area where the contract resulting employment and training must be substantially uniform throughout the length of the contract, and in each trade, and the contractor shall make a good faith effort to employ minorities or women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor or from project to project for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, the Executive Order and the regulations. in 41 CFR Part 60-4. Compliance with the goals will be measured against the total work hours performed. The Contractor shall provide written notification to the Director of the Office of Federal Contract Compliance Programs within ten (10) working days of award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the name, address and telephone number of the subcontractor; and the geographical area in which the contract is to be performed. As used in this Notice; and in the contract resulting from this solicitation, the "covered area" is South Charleston, Kanawha County, West Virginia. In compliance with Section 504 of the Rehabilitation Act of 1973 as amended, the Housing Authority of South Charleston, West Virginia, does not discriminate on the basis of handicap, physical or mental, in the admission of or access to public housing or in the treatment of employees or applicants for employments, etc. The Contractor shall comply with Section 504 of the Rehabilitation Act of 1973 as amended and shall certify to that effect. The Housing Authority is an Equal Opportunity Employer and does not discriminate on the basis of race, color, creed, national origin, sex, familial status, disability, religion or age. The goal of 20% for minorities and women applies nationwide Project Scope of Work A. The project consists of the renovations to 49 existing kitchens to include replacement of kitchen casework, flooring, plumbing, drywall repair and painting and other and all associated work for complete installation as shown on the drawings by Adkins Design, Inc. dated June 2025. B. The contractor shall visit the site and become familiar with all aspects of the work to be performed and shall make all exploratory investigations required to insure that all the work can be performed and completed and shall include all necessary work associated to complete the work as indicated and to the intent of the drawings and specifications.
