Site work and paving for a mixed-use development in Middletown, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The Lower Swatara Township Board of Commissioners (Owner) are requesting Bids for the construction of the following Project: 2025 Paving Project The Project includes the following Work: The installation of 6 ADA curb ramps (4 at Berkley Drive and 2 at Farmhouse Lane), full width surface milling and overlay of approximately 2,170 linear feet total of pavement at Berkley Drive and a portion of Farmhouse Lane (from Blacklatch Lane to Heritage Square), including leveling course and base repair, as needed. Additionally, PennDOT approved paving membrane fabric will be installed along Farmhouse Lane. Bids are requested for the following Contract: 2025 Paving Project The Project has an expected duration of 22 days. Prospective Bidders are urged to register online as a plan holder, even if Bidding Documents are obtained from a plan room or online in either electronic or paper format. The digital portal will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project A Pre-bid Conference will not be held. Bid security in the form of a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via electronically in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non- collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 141 of 2022, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Lower Swatara Township Board of Commissioners reserves the right to waive any defects, errors, omissions, mistakes, or informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Lower Swatara Township Board of Commissioners, and to reject any or all proposals 1-Design 6 ADA Curb Ramps (4 at Berkley Dr., 2 at Farmhouse Ln.). 2-Replace/Install 6 ADA Curb Ramps and Certification per 4401 Form. 3-Install Detectable Warning Surfaces at each Curb Ramp. 4-Install Concrete Curb for Curb Ramps and tie into existing curb. 5-Install Concrete Sidewalk for Curb Ramp and tie into existing sidewalk. 6-Full width Surface Milling to 1.5" depth. 7-Placement of Leveling Course as Directed. 8-9.5mm Wearing Course to 1.5" compacted depth. 9-Base Repair as Directed-From milled surface excavate 4" depth, compact subgrade, and replace w/ 4" Superpave 25mm Base Course 10-Paving membrane fabric to be placed on Farmhouse Lane from Blacklatch Lane to Heritage Square. Bidders to meet with Township Representative prior to bidding to confirm exact locations. Milled notches, sweeping, tack coat, and seal all joints incidental to work.
