This Invitation for Bids (IFB) establishes an agency-specific term contract through competitive low bid for the transportation of artificial reef concrete material. The contract will support the North Carolina Division of Marine Fisheries' Artificial Reef Program by ensuring reliable hauling of concrete material from designated collection or staging sites to offshore reef locations. The purpose of this Invitation for Bid is to seek competitive sealed bids from qualified vendors to establish an Agency Specific Term Contract for the transportation of artificial reef materials via flatbed truck during calendar years 2025-2028 on an "as needed" basis if and when ordered by the NC Department of Environmental Quality, Division of Marine Fisheries during the contract period. The estimated annual cost is $150,000, the total cost of the life of the contract is estimated to be $450,000. The Contract shall have an initial term of three (3) years, beginning on the date of final Contract execution (the "Effective Date") or September 22, 2025, whichever is later.
