PROJECT DESCRIPTION Furnish all labor and materials and equipment to complete the scope of work described in Exhibit A. The contractor shall provide materials that have a proven track record of, and shall be responsible for all products, components, accessories, and methods used in the reroofing of Building J. The minimum code requirements of the Building Code for material quality, fabrication, and installation procedures shall be met or exceed, for applicable methods employed. Performance Bond (100% of contract price and Payment Bond (100 % of Contract price) required for contracts over $25,000, in accordance with California Civil Code 9550-9566 before issuance of Notice to Proceed. All questions must be submitted in writing through online no later than September 10, 2025, at 3:00 PM AWARD The contract will be awarded to the lowest responsive and responsible bidder. The County reserves the right to reject any and all bids, waive minor irregularities, and accept the bid deemed in the best interest of the County. County reserves the right to award the Agreement based solely upon the initial bid submittals, without further discussion or negotiation. WITHDRAWL OF SUBMISSION OF BIDS Any Contractor may withdraw their submission of Bids, either personally or by written or facsimile request at any time prior to the time set for the Bid opening, provided that written confirmation of any facsimile withdrawal of the submittal with original signature of the service provider is placed in the mail and postmarked prior to the time set for the opening thereof. Negligence on the part of the Contractor in preparing their submission of Bids confers no right of withdrawal or modification of their submission after such submission has been opened. REJECTION OF SUBMISSION OF BIDS The ITB does not commit the County to award any Agreement. The County reserves the right, at its sole discretion, to reject any or all Bids without penalty, to waive irregularities in any Bids or in the ITB procedures, and to be the final judge as to which is the responsible, qualified Bid. Any Bids that contain items not specified or items that are incorrect, that does not completely respond to all the items scheduled or does not respond to items in the manner specified in this ITB, may be considered nonresponsive, and may be rejected at the sole discretion of the County. Bids offering less than one hundred twenty (120) days for acceptance from the proposed closing date may be considered non-responsive and may be rejected.
