The City is requesting letters of Interest for Right of Way Acquisition Services for Title Researches, Closings, Value Analysis, Appraisal, and Appraisal Review in order to reconstruct Livingston Avenue, from 18 th Street to Alum Creek Drive. Right of Way Acquisition Services for Project Management and Negotiations will be completed with City of Columbus staff. Construction work for the project will include signal modification, new storm sewers, new waterlines, retaining walls, medians, bike lanes, and lighting improvements. The City of Columbus will enter into individual contracts with multiple consultants for these services. A consultant cannot perform both appraisals and appraisal review, but can apply for both services. Consultants should indicate in their Letter of Interest (LOI) which services they are interested in providing based upon their ODOT prequalification. Consultants are encouraged to indicate their interest in one or more of the services. Prequalification Requirements for This Agreement Are Listed Below. For All Prequalification Categories Other Than Financial Management System Evaluation the Requirement May Be Met by the Prime Consultant or a Subconsultant. Also, Please Note That Only Individuals (Not Firms) Are Prequalified for Right of Way Acquisition Services. In Instances Where Prequalification for These Services is Required, a Prequalified Individual, Either Employed by the Prime Consultant or a Subconsultant, Must Be Named in Order To Meet the Requirement. It is anticipated that the selected Consultant will be authorized to proceed by November 15, 2025. The plans are to be completed and on file with the City within three (3) months from the date of authorization. The right of way is anticipated to be cleared within eighteen (18) months from the date of authorization.
