Site work and paving for a sidewalk / parking lot in Edenton, North Carolina. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

GENERAL a. The Contractor shall supply all material, labor, supplies, supervision, and equipment to accomplish the following Statement of Work. b. Contractor shall provide trash and restroom facilities onsite. Refuge dumpster and restroom facilities will not be provided. c. Contractor shall possess and maintain, for the duration of the project, a state license as a general contractor in the state of North Carolina, if required by the state. DESCRIPTION OF THE WORK A. General Work i. Contractor shall complete asphalt milling (1.5 inches) and hot-mix asphalt overlay (1.5 inches after compaction), and subsequent application of a seal coat, over the entirety of the existing footprint of the public Hatchery parking lot at Edenton National Fish Hatchery. 1. The public parking area is approximately 1,340 sq yds, originating from the entry off West Queen St and includes the immediate side parking area to the west and main entry parking to the north. 2. Contractor shall complete striping of both new parking areas which includes directional, parking and handicap striping. 3. Contractor shall install new concrete wheel stops signage in all new parking areas. ii. Auxiliary Work 1. Contractor shall complete independent testing of work. Testing results and documentation shall be provided to the U.S. Fish and Wildlife Service prior to final acceptance of work. C. Period of Performance (POP): 10/01/2025-11/30/2025 A. This work effort will require a collaborative approach to complete any necessary permitting, construction, scheduling and coordination, materials, inspections, acceptance, and close-out requirements. B. The phases of work under this contract shall consist of: i. Phase 1 - Submittals. The Contractor shall be responsible for submitting information regarding the product, mix design, and materials for construction. ii. Phase 2 - Permitting. The Contractor shall prepare, submit, and pay for any necessary permits required for this work prior to the start of any onsite construction work. iii. Phase 3 - Demolition and Construction. The Contractor will be responsible for the physical demolition and construction of the project and executing effective quality control in accordance with the contract documents. iv. Phase 4 - Inspections, Acceptance, and Close-Out. Following the completion of construction with final inspection and acceptance by the U.S. Fish and Wildlife Service, the Contractor shall submit final close-out documents. A. The Contractor may leave equipment at the worksite during the construction period; however, the Contractor must coordinate with the Station Manager as to location and available space. B. The Contractor shall be responsible for repairing damages caused by its operations to U.S. Fish and Wildlife Service land and property. C. Unmanned aerial systems, including drones and similar technology, are not permitted for use per Department of the Interior Secretarial Order No. 3379.
