The City of Redwood City is seeking proposals from qualified engineering Consultant(s) to develop the design, plans, specifications, and cost estimates for the 2025-2026 Sanitary Sewer Capacity Improvement Project at a competitive price. City Issues Responses to Written Questions and Comments - August 28, 2025. The contract award will be based on a combination of factors that represent the best overall value for completing the scope of work as determined by the City. The City reserves the right to select none of the submitted proposals for services. Redwood City is a San Francisco Bay Area community located in the heart of Silicon Valley. With a population of over 86,000, Redwood City is the third largest city within the County of San Mateo. The City of Redwood City was incorporated in 1867 and became a Charter City in 1929. It operates under a council-manager form of government and is a full-service City. Within the project area as shown in Figure 1 below, the City's current sanitary sewer system conveys flows through an 8 to 27-inch vitrified clay pipe (VCP) network with manholes and lateral connections. The 2025-2026 Sanitary Sewer Capacity Improvement Project consists of three (3) locations with model-predicted overflowing and surcharging pipes. The City is seeking proposals for professional engineering services from qualified firms (Consultants) to provide professional engineering services for the 2025-2026 Sanitary Sewer Capacity Improvement Project. This document is to invite all interested, qualified firms to submit proposals to provide design services for the project. The firm selected will provide design services to the City for the 2025-2026 Sanitary Sewer Capacity Improvement Project for the period of the contract. Refer to Section IV - Exhibit A Scope of Services for a detailed description of the services requested. The City of Redwood City (City) has issued this Request for Proposal (RFP) to solicit responses from qualified Consultants offering engineering services for the 2025 - 2026 Sanitary Sewer Capacity Improvement Project. The City seeks a qualified firm who can demonstrate that they possess organizational, functional, and technical capabilities, and has experience, expertise, and qualifications to provide and support the City in tasks as described in Section IV - Exhibit A Scope of Services. Any contact initiated by a firm with City staff, other than the designated point of contact for this RFP, is strictly prohibited. Such actions may result in the disqualification of the firm's proposal. The City reserves the right, at its sole discretion, to request clarifications of proposals or to conduct discussions for the purpose of clarification with any or all firms. The purpose of any such discussions shall be to ensure full understanding of the proposal. Discussions shall be limited to specific sections of the proposal identified by the City and, if held, shall be after initial evaluation of proposals are complete.
