Horizontal Directional Drilling GRU is seeking qualified vendors to provide horizontal directional drilling (HDD) services for an upcoming infrastructure project. The primary objective is to install underground utility lines, including, but not limited to, water, sewer, gas, electric and telecommunications--beneath existing surface obstacles such as roadways, waterways, and environmentally sensitive areas. The project requires precision drilling to minimize surface disruption, ensure safety, and meet all applicable regulatory and environmental standards. The scope of work includes pre-construction planning, site evaluation, drilling operations, installation of conduits or pipelines, and post-installation restoration. Vendors should demonstrate expertise with modern HDD equipment, possess a proven track record of successful projects of similar size and complexity, and maintain a strong commitment to safety, quality control, and timely completion. This work is part of a broader initiative for GRU to upgrade and expand critical underground infrastructure to meet growing demand and ensure long-term service reliability. This work is key when traditional open-cut excavation methods are not feasible due to existing surface structures, high-traffic roadways, environmental constraints, and the need to minimize public disruption. Horizontal directional drilling (HDD) has been identified as the most effective solution to achieve these objectives while protecting existing utilities and sensitive areas. Key challenges include maintaining precise bore paths in variable subsurface conditions, managing potential conflicts with existing underground infrastructure, and ensuring environmental compliance, particularly in areas with wetlands or protected habitats. Soil composition may range from soft clays to harder rock formations, requiring vendors with the equipment and expertise to adapt accordingly. Accurate utility locating, bore path planning, and contingency planning will be critical to project success. A Bid Bond is required. Responses must be accompanied by a Bid Bond using the Bid Bond form provided and made payable to the City of Gainesville, d/b/a Gainesville Regional Utilities, in the amount of five percent (5%) of the price submitted. The Bid Bond amount will be paid to GRU if the successful Respondent fails to execute a Contract with GRU or accepts the receipt of the purchase order within fifteen (15) calendar days after award notice. If awarded, a Performance Bond and Payment Bond are required. Contractor shall provide such bonds, using the forms attached, for 100% of the price of the awarded contract as security for the full and complete performance of the Contract and for the payment of all persons performing labor, furnishing materials or furnishing equipment in connection with the Contract. State of Florida Underground Utility and Excavation Contractor or General Contractor License* Provide copy of valid State of Florida Underground Utility and Excavation Contractor or General Contractor License It is anticipated that the evaluation committee may have discussions based on written proposals received by responsive Respondents. GRU reserves the right to waive discussions should it be deemed unnecessary. GRU may, at its sole discretion, conduct a Best and Final Offer (BAFO) round to this solicitation. Should this round be conducted, the Procurement Representative will issue a request to include instructions, deadline, and addenda as applicable. GRU reserves the right to waive exceptions and clarifications to the Solicitation if determined by GRU to be in GRU's best interest. Funding out Clause. If funds for this Contract are no longer available, GRU reserves the right to terminate this Contract without cause by providing Contractor with thirty (30) calendar day's written notice to Contractor.
