The Department of Veterans Affairs, Dayton VA Medical Center, is seeking services to replace two main transformers for the hospital's incoming power feeds. The contractor shall provide all necessary labor, materials, and equipment to complete the replacement in accordance with the terms outlined in the solicitation. This procurement is issued as a Request for Quotations (RFQ) under FAR Subpart 12.6 and is set aside for Small Disadvantaged Veteran Owned Small Businesses (SDVOSB). The applicable NAICS code is 238210, and the FSC/PSC code is Z2BG. Offerors must submit a completed VAAR 852.219-75 Contractor Certification with their quote; failure to do so will result in the quote being deemed non-responsive. Quotes must also include a statement of acceptance or exceptions to the solicitation terms and conditions. Point of Contact: Terence James Contract Specialist Network Contract Office (NCO) 10 Email: Terence.James@va.gov The Dayton VAMC is soliciting for a contractor to provide all labor and materials to replace two main transformers for the hospital's incoming power feeds. The existing transformers, installed in the late 1980s, are nearing the end of their operational life expectancy and need to be replaced to ensure continued reliable power supply to the hospital. 1) Specific Tasks: Review Documentation: o Study all technical manuals and schematics of the existing and new transformers. o Review safety protocols and ensure compliance with OSHA and hospital safety guidelines. 2) Obtain Necessary Approvals: o Coordinate the replacement schedule with hospital administration to minimize disruption. o Acquire necessary work permits and approvals from the COR and other relevant authorities. 3) Assemble the Team: o Assemble a team of certified electricians, millwrights, and other required skilled labor. o Conduct a pre-task briefing to discuss the procedure, safety measures, and roles of each team member. 4) Site Preparation: o Inspect the work area for any potential hazards. o Ensure all necessary tools, equipment, and personal protective equipment (PPE) are available and in good condition. Transformer Replacement Process 1. Power Down Old Transformer: o Coordinate with the COR to schedule a power-down of the existing transformer. o Lock out and tag out (LOTO) the transformer and related circuitry to ensure it is de energized. o Verify with testing equipment that the transformer is fully de-energized. 2. Disconnect Old Transformer: o Disconnect input and output cables from the old transformer. o Remove grounding connections and any control wiring associated with the transformer. o Label all cables and wires for easy reconnection to the new transformer. 3. Oil Drain and Removal: o Drain the NON-PCB oil from the old transformer, following EPA guidelines for proper disposal. o Contain and properly dispose of the drained oil using approved methods and contractors. 4. Remove Old Transformer: o Use appropriate lifting equipment (crane, hoist, etc.) and techniques to remove the old transformer from its location. o If necessary, temporarily remove and replace any fixtures or obstructions in the workspace. o Transport the old transformer off-site for disposal or recycling. 5. Prepare Installation Site: o Clean and inspect the transformer pad or mounting area. o Make any necessary repairs or modifications to the pad to ensure it is ready for the new transformer. 6. Install New Transformer: o Position the new 1500 KVA transformer into place using appropriate lifting equipment. o Secure the transformer to the pad or mounting area according to manufacturer specifications o Make up all terminations to manufacturer specifications. o Test the new transformers installations to ensure proper functionality.
