The project consists of the relocation of approximately 2,000-linear feet of 6-inch water line along Peach Drive in Crawford County, Arkansas, including 85-linear feet of 12-inch steel encasement pipe by drybore, 40-feet of 12" steel encasement pipe by open cut, and connections to three (3) 3-inch water lines and one (1) existing 6-inch water line.The Work includes, but is not necessarily limited to the following: 1. The installation of 2,000-linear feet of 6-inch water line to replace an existing 3-inch water line located under the driving surface of Peach Drive. 2. Installation of 85-linear feet of 12" steel encasement pipe by dry-bore across Arkansas State Highway 282. 3. Installation of 40-linear feet of 12" steel encasement pipe by open cut across Peach Drive. 4. Connect new 6-inch water main to three existing 3-inch water lines. 5. Connect new 6-inch water main to an existing 6-inch water line. 6. Installation of tracer wire and tracer wire junction boxes. 7. Installation of 6-inch and 3-inch gate valves with valve boxes and concrete valve box collars. 8. Installation of new service saddles, service tubing, and service tubing conduit under Peach Drive. 9. Installation of blowoff hydrant assembly. 10. Water main flushing, pressure testing, disinfecting, and bacteriologically testing new water main. 11. Water meter relocations and water meter connections to existing potable water services. 12. Cut, plug, and abandon existing 3-inch water line under the driving surface of Peach Drive. 13. Site restoration. Each Bidder must deposit with their Bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders. Bidders will be required to inform themselves of all Addenda duly issued in accordance with the requirements provided in the Instructions to Bidders. Information regarding the number of Addenda that have been duly issued can be obtained from Hawkins-Weir Engineers. Bids shall be addressed Highway 71 Water District No. 1 Public Water Authority, 8014 N. Highway 71, Alma, Arkansas 72921 and shall be labeled "Bid for Peach Drive Water Line Relocation, HWEI Project No. 2025023 Any bid received after the scheduled opening time will be returned unopened. All Bidders must be licensed in conformance with the Arkansas State Licensing Law for Commercial Contractors as defined in Arkansas Code 17- 25-101 and related statutes. The Owner reserves the right to waive any informalities and reject any and all Bids. Bids shall remain firm for a period not to exceed 60 days from the Bid opening date. The Owner encourages participation of small, minority, and woman owned business enterprises in the procurement of goods, services, and construction, as either a general contractor or subcontractor. On request in advance, Owner will provide each Bidder access to the site to conduct such explorations and tests as each Bidder deems necessary for submission of a Bid. Bidder shall fill all holes, clean up, and restore the site to its former condition upon completion of such explorations. A representative of the Owner shall be present during all tests. Question Deadline 09/22/2025 All questions about the meaning or intent of the Contract Documents are to be directed in writing to Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than three (3) days prior to the date for opening of Bids may not be answered.
