Located in Central Kansas, Barton County lives by its motto of investing in growth. Supporting a variety of initiatives, the Barton County Commission invites residents to be part of broader conversations and to work in a joint effort for a robust economy, improved quality of life and collaboration that positions Barton County for the future. With a population of 24,835, Barton County is home to nine (9) cities and 22 townships. Utilizing the County / Township Road System, the Road and Bridge Department maintains 389 miles of roadway, 369 bridges and all culverts over 54" in diameter. The Road and Bridge Department is supported by a County Works Director, approximately 20 full time employees and appropriate equipment to maintain the roadways. 1. Introduction Barton County is soliciting Requests for Qualifications (RFQ) from qualified engineering firms to provide comprehensive professional engineering services. The selected firm will support the County in planning, designing and administering infrastructure projects, as well as fulfilling statutory and regulatory responsibilities. 2. Project Overview The County seeks to establish a professional relationship with an engineering firm capable of performing a wide range of services, including: o Roadway and bridge design and inspection o Stormwater and drainage system planning o Right-of-way acquisition o Construction oversight and compliance with state and federal regulations 3. Scope of Services o Prepare specifications, contract documents and cost estimates for resurfacing, culvert replacement and related projects. o Facilitate the selection of engineering and inspection consultants for complex projects. o Act on behalf of the County in matters related to construction and repair of bridges, culverts and asphalt roads. o Ensure compliance with federal and state regulations, including permitting and inspection requirements. o Prepare and submit grant applications and reimbursement requests to the Kansas Department of Transportation (KDOT) and other agencies. o Acquire right-of-way and easements in compliance with the Uniform Act and CFR Title 49, Part 24. o Maintain staff with KDOT certifications (CIT, Pre-Project Certification) as required. o Conduct engineering studies (traffic, speed, hydrology, signage, etc.). o Maintain survey records and assist with section corner documentation. o Submit the County Engineer's Annual Report. 4. Submission Requirements o Cover Letter o Firm Profile: History, size, office locations, and relevant licenses o Project Team: Key personnel, roles, and resumes o Relevant Experience: Similar projects completed in the last five (5) years o Approach: Methodology for managing and executing County projects o References: At least three (3) recent clients o Certifications: Proof of insurance, licenses, and applicable certifications 5. Evaluation Criteria o Qualifications and experience of the firm and key personnel o Demonstrated success on similar projects o Understanding of County needs and proposed approach o Capacity to perform work in a timely manner o References and past performance 6. Selection Process The County may shortlist firms for interviews or request additional information. Final selection will be based on qualifications; no pricing is to be submitted at this stage. All questions must be submitted in writing to Mr. Patzner at mpatzner@bartoncounty.org by 2:00 p.m., Friday, October 3, 2025. 9. General Conditions The County reserves the right to reject any or all submissions. This RFQ does not commit the County to award a contract or pay any costs incurred in preparation of a response. The selected firm will be required to enter into a standard professional services agreement with the County.
