The City of Carson's Housing Division is requesting written responses to this Request for Qualifications (RFQ) from qualified Environmental Consultant(s) to provide environmental consulting services in support of the City's Housing Rehabilitation projects. These projects primarily involve the rehabilitation of single-family and mobile home residences located within designated target areas of the City. Services will include HUD-required environmental reviews for approximately 100 projects, encompassing NEPA classification, tiered and broad-level reviews, site specific reviews, radon testing, and preparation of technical analyses. Consultants will be expected to demonstrate the expertise, resources, and capacity to perform these services in compliance with all applicable federal, state, and local requirements. This RFQ does not commit the City of Carson to award a contract or to pay any costs incurred in the preparation of a response. All responses become the property of the City and, once a selection is made, may be considered public records, subject to disclosure under the California Public Records Act--except for those elements lawfully exempt from disclosure.
