In general, the successful bidder will provide snow removal services for the City Parks and Recreation Department Trail system for the Arkansas River Trail (from Lake Pueblo Division of Wildlife border to Fay's Crossing bridge) and the loop around Lake Runyon (see map in attachments). Services shall also include satellite trails from the Arkansas River Trail to City Park, La Cross Avenue Parking lot, Main Street parking lot, and the Pueblo Boulevard parking lot. The snow removal service shall include all plowing equipment, any additional equipment necessary, materials, supplies, labor, administration, and insurance necessary to perform the service as listed within this invitation for bid (IFB). It is anticipated that the City will receive a grant from the Colorado Lottery up to $20,000 per calendar year for this project. If grant funding is not received from the Colorado Lottery, services shall be at the sole discretion of the City depending on fund availability, manpower, time, etc. as determined to best meet the needs of the City. Contractor must receive direct approval from City's Project Manager prior to performing any services under this project. Snow removal services are based on a 2" trigger. Clearing will typically begin within two (2) hours after snowfall has stopped. Overnight snowfall should be plowed after it stops, typically within two (2) hours of sunrise. Daytime snowfall should be plowed typically within two (2) hours of sunrise the following day unless there is ample sunlight to plow before dark on the same day. If snowfall is continuous throughout the day or night, Contractor must check with the City's Project Manager to determine if multiple trips are required to clear snow during the snowfall/storm. For approved additional trips, Contractor shall bill as additional work (refer to Section 3.4 below). The Question Submission Deadline has been extended to October 2, 2025 at 4:00pm. The City reserves the right to reject any and all bids for any or all items covered in the Invitation to Bid, to waive informalities or defects in bids or to accept any bid as it shall deem to be in the best interest of the City. All awards shall be contingent upon appropriation of the necessary funds and only after the receipt of a Purchase Order or Service Agreement.
