The purpose of this Professional Services Request for Qualifications (RFQ) is to select a consultant team to provide land surveying, landscape architecture, civil, geotechnical, coastal engineering and environmental, and permitting services. Washington State Parks and Recreation Commission (State Parks) intends to use a State Funded Recreation and Conservation (RCO) Grant (#24-2303) for the development of the only public access boat launch on Lake Sammamish located in the City of Issaquah, King County. This grant will provide funding for design redevelopment; cultural resources review and permitting. The project planning and design scope will include removal and replacement of the existing damaged boat ramp, floats, stormwater handling, restroom, and mitigation needed. In addition, the vehicle approach and parking will be redesigned to better accommodate and handle the volume of users. As a result of this grant, State Parks anticipates having construction ready design plans, bid specifications, mitigation plan and federal, state and local permits. The original facility was constructed in the 1970s with some improvements made to stormwater, floats and accessible parking in 2013. The existing facility is beyond its design life and in need of revisions to meet the high demand for usage of approximately 50,000 vehicles per year. Lake Sammamish State Park is the third most visited state park in Washington. In addition to recreational boaters, the boat launch is also used by emergency responders (King County Police and Fire Department). Tribes and conservation groups also use the launch to research and support salmon recovery efforts. The method of Contractor Selection has not been Determined at this time.
