Answers to Questions Posted: October 3, 2025 Anticipated Notice of Award: November 7, 2025 Anticipated Beginning of Contract: December 1, 2025 Anticipated Project Completion: December 1, 2026 The Lehigh Valley Planning Commission (LVPC) of Lehigh County and Northampton County, Pennsylvania, is accepting proposals for a one-time contract to perform certain professional (consulting) services work for the 23-mile portion of U.S. Route 22 limited access freeway from Interstate 78 (I-78) in Upper Macungie Township, Lehigh County to the Pennsylvania/New Jersey border in the City of Easton, Northampton County. This project is formally known as the 'U.S. Route 22: Mobility, Safety and Congestion Management Plan' and colloquially known as the 'What to do With 22 Plan'. Included is information relating to submitting a proposal including specific requirements, the organization of the proposal, proposal evaluation criteria and the proposed contract. This project is funded by the U.S. Department of Transportation (USDOT), Pennsylvania Department of Transportation (PennDOT), and Lehigh Valley Transportation Study (LVPC/LVTS). SECTION 3. SCOPE OF WORK In 2001, LVPC published 22 Tomorrow: A Corridor Planning Study - U.S. Route 22 - Lehigh Valley to identify a range of potential solutions to future traffic problems on U.S. Route 22. A number of projects have been initiated along the corridor based on that study; however, a new comprehensive study is needed to: o Account for current and projected land uses, traffic volumes and vehicular classifications. o Consider currently active and proposed US 22 improvements. o Define scalable breakout projects that have independent utility. o Prioritize need and breakout projects for planning and programming purposes. o Improve and prepare US 22 for advances in transportation technologies. o Reduce hazards, especially water-associated vulnerabilities, to US 22. o Increase emergency services access. o Reduce congestion. o Improve transportation systems management and operations, including reducing costs. o Improve air quality and reduce traffic noise. o Support and increase economic vitality. o Implement the goals and policies of FutureLV: The Regional Plan, Priority Climate Action Plan for Transportation Decarbonization, Lehigh Valley Hazard Mitigation Plan, and other relevant and LVTS adopted performance measures, safety and congestion management measures. o Respect, coordinate and support the implementation of Walk/RollLV: The Active Transportation Plan and the Lehigh and Northampton Transportation Authority's (LANTA) Enhanced Bus/Bus Rapid Transit Strategy The method of Contractor Selection has not been Determined at this time.
