The Village of Granville is well known for its dis0nc0ve character, historic architectural features, and strong sense of place. An important desire of Granville residents is the preserva0on of the "small-town New England" feel of the community. Land use planning and the related zoning provisions are tools to enhance and protect the key assets of the community such as the residen0al neighborhoods, the downtown, the natural areas, and the historic resources. Those tools establish the loca0on and preferred characteris0cs of various land uses to help assure that development and future growth is managed in a manner that is consistent with the public interest. Raccoon Creek is a perennial stream and tributary of the South Fork Licking River whose headwaters originate in west-central Licking County. A low-head dam (LHD) has been placed on the Raccoon Creek mainstem at approximate river mile 9.55, situated within Granville. Placement of the LHD has resulted in notable altera0ons to the resource. The PROJECT intends to remove the LHD and install a rock ramp system in its place. A concept plan for the PROJECT is included in this request for qualifica0ons (RFQ) as Appendix A. The selected Design Build firm will be required to develop this concept into design plans capable of mee0ng the four project goals (Chapter 4.2) and suitable for permiLng through all appropriate and relevant local, state, and federal agencies. Once permits are issued, the selected design-builder will be required to construct the permiMed design and monitor and maintain the project through the monitoring period. Each applicant assumes full responsibility for 0mely delivery of its SOQ at the required loca0on. Any SOQ received aWer the submiMal deadline will be eliminated from considera0on. The delivered packaging containing the SOQ must note "Statement of Qualifica0ons enclosed - Raccoon Creek Low-Head Dam Removal Project" on its face along with the name of the applicant. DESCRIPTION OF PROJECT Raccoon Creek is a perennial stream and tributary of the South Fork Licking River whose headwaters originate in west-central Licking County. A low-head dam (LHD) has been placed on the Raccoon Creek mainstem at approximate river mile 9.55, situated within Granville. Placement of the LHD has resulted in notable alterations to the resource. The PROJECT intends to remove the LHD and install a rock ramp system in its place. NEED The LHD is an obstruction for fish and other biota on Raccoon Creek. Fish can access Raccoon Creek and its tributaries only up to the existing dam at approximate River mile 9.55. The remaining 20 river miles of Raccoon Creek, and its 81.30 square mile drainage area at this point, are inaccessible to fish originating downstream. This has consequences for fish throughout the Licking River watershed, since the drainage area of Raccoon Creek at the existing dam is 10.34% of the Licking River watershed’s total area of 786 square miles. The low-head dam also alters the aquatic ecosystem of the Raccoon Creek mainstem, compromising biological integrity and degrading habitat. The impacts of these alterations are reflected in Qualitative Habitat Evaluation Index (QHEI) and Invertebrate Community Index (ICI) scores for this reach.
