City of Redmond Notice to Consultants for 148th Avenue NE Safety Corridor Project The City of Redmond solicits interest from consulting firms with expertise in Civil and Structural Engineering Design. This agreement will be for approximately 18 months in duration, starting in January 2026 and ending in June 2027, with the option for the City of Redmond to extend it for additional time and money if necessary. The City of Redmond reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description The work to be performed by the Consultant consists of designing a new pedestrian signal with high visibility crosswalk markings, signal modifications to implement Leading Pedestrian Intervals, and rectangular rapid flashing beacons. This project has been assigned a DBE goal of 16%. The major features of the project are as follows: o New pedestrian signal at NE 31st Street o Signal modification and design to implement Leading Pedestrian Intervals at existing signals o High visibility crosswalk markings at existing marked crosswalk locations o Environmental documentation and preparation of permit applications The City of Redmond reserves the right to retain the services of the successful firm(s) for any subsequent phases such as right of way/construction, etc. associated with this project. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1) Project Understanding 2) Qualifications/Expertise of Firm 3) Approach to project 4) Relevant Project Experience 5) DBE Participation/SBE Plan As part of the selection process, Redmond will be conducting interviews virtually via Teams with a minimum of the top three qualified firms.
