Long-Line Pavement Marking Project Construction Work shall be completed by November 30, 2025. The Contractor may be allowed to extend the completion date to May 31, 2026 for reasons of weather and/or material shortage. Upon receiving a responsible and responsive low bid, the County will proceed with Award of the Contract based off the Base Bid plus Alternate or any combination of Alternate, whichever the County deems most beneficial. The Total Engineer's Estimate for the project is: $130,000.00 (Base Bid) $193,000.00 (Including all Alternates) Construction work shall be subject to the prevailing wage rates established by the Ohio Department of Industrial Relations. Each bid shall be in conformity with the Ohio Revised Code and all bids and certificates shall be upon the forms furnished with the specifications. All bids shall be delivered to the office of the Stark County Commissioners, at or prior to the date and hour specified for receiving bids. In the case of corporations not chartered in the State of Ohio, the bid shall be accompanied by a proper certificate of the Secretary of State, certifying that such corporation is authorized to do business in Ohio. Each bid shall be accompanied by a bid guaranty in the form of (1) a certified check, or cashier's check, or letter of credit equal to ten percent (10%) of the bid; or (2) a bid guaranty bond for the full amount of the bid; both forms of guaranties as provided in Chapter 153 of the Ohio Revised Code and in the project specifications. The amount of the bid for said guaranty purposes shall include all additive alternates. All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of the bid opening, a proper contract shall be executed and that upon failure or refusal to enter into said contract within ten (10) days after receipt of notification of award, the bidder and the surety on any bond shall be liable to the County in an amount not to exceed ten (10) percent of the bid. Construction work shall be subject to the prevailing wage rates established by the Ohio Department of Industrial Relations. The Stark County Commissioners reserve the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept any bid or combination of bids which is deemed most favorable to the County at the time and under the conditions stipulated. The commissioners further declare that they will award the contract for this project to the lowest and best bid, which may not necessarily be the lowest bid. The Specifications contain a Bidder's Profile and Best Bid Criteria designed to gather certain information that may be considered in this regard. No single factor will control the Board's decision to award, and the Board reserves the right to exercise its full discretion. Doc Notes: Reproduction cost is non-refundable and is the responsibility of the bidder. Bidding Documents can be forwarded upon request and a fee will be required; forwarding via the least expensive carrier. Only bidders of record will receive addendum to the specification, if any. The County nor AA Blueprint is not responsible if bidding documents so mailed are received too late for filing a timely bid.
