Renovation of a multi-residential development in Duluth, Minnesota. Completed plans call for the renovation of a multi-residential development.
The Housing and Redevelopment Authority of Duluth, Minnesota (DHRA) solicits competitive sealed proposals from qualified contractors to design and build a solar installation on DHRA property and provide power to DHRA facilities. The DHRA has been approved to submit a Minnesota Solar on Public Buildings grant application.The DHRA seeks proposals from interested firms capable of designing, engineering, installing, and maintaining a solar PV array. The DHRA will be responsible for the following: o Providing all available existing relevant plans and records. o Coordinating access to the site for review before the proposal due date. Information provided in the successful proposal will be used in the DHRA's grant application to the Minnesota Department of Commerce Solar on Public Buildings program. If the grant application is not selected for funding the DHRA will not move forward with this project and shall have no financial responsibilities to the selected developer. The developer will bear all costs incurred in responding to this RFP. The DHRA reserves the right to accept or reject any and all proposals. The capacity of each proposed solar array must not exceed the lesser of 40 kilowatts or 120 percent of the building's average annual electricity consumption, measured over the most recent three calendar years. In the long term, the DHRA may be interested in developing solar energy for other sites, and the results of this RFP may be used for future projects. However, for this RFP, respondents should limit their responses to this specific site. The DHRA believes on-site PV power generation will provide a long-term financial benefit by reducing energy costs. Through on-site PV solar generation, the DHRA hopes to: o Reap the financial benefits of more affordable electricity at minimal cost. o Reduce environmental impact. o Provide an example of successful renewable energy generation and showcase our organization as a leader in developing renewable energy sources. Through this RFP process, the DHRA intends to select only one provider for the solar project and is looking for the "best value" proposal based on the selection criteria stated within this RFP. TIMEFRAME The developer will have a term of eighteen (18) months from the date of contract execution to complete the installation and submit all necessary permits, system commissioning, and other paperwork as required. The DHRA is looking for a developer that can commence construction, as defined by the IRS, by December 31, 2025 or otherwise clearly address in this proposal how they will meet and address the requirements that start after January 1, 2026 including the Foreign Entity of Concern (FEOC) rules for procurement of project materials. SITE INFORMATION Over the past two years, The DHRA's King Manor apartment building has averaged 56,921 kilowatt-hours (kWh) per month. The DHRA has identified the roof of the King Manor building as the location for the subject solar array. The roof is bituminous built-up roof with stone ballast. The roof for most of the building was installed in 2010 and has a 25-year warranty that will expire in 2035. The roof at the north entrance was replaced in 2011 and has a 30 year warranty that will expire in 2031. The provider will ensure that roof warranties remain in place and avoid damage to existing roofs. The provider will design, provide, install, and maintain the solar photovoltaic systems. This project includes planning, engineering, labor, materials, delivery, installation, commissioning, and all warranties and maintenance. This consists of all required structural and utility modifications. The provider shall include all elements necessary for a turn-key project in its proposal, including rebate applications, grid connection agreement, all permits and approvals from governing agencies, and all labor, taxes, services, and equipment. The provider shall apply for and obtain all necessary approvals and permits. All fees required shall be the responsibility of the applicant. The provider shall determine the optimal location for metering and the number of meters required. Solar panels, racking, and associated equipment shall not exceed ten pounds per square foot. The provider shall verify the roof's structural capacity. The provider shall submit the Solar on Public Buildings grant application to the State of Minnesota and comply with the grant requirements. Ownership of Solar Renewable Energy Credits (RECS) or Certificates should be assumed to be owned by the DHRA unless otherwise specified by the provider as part of the proposal. The provider is responsible for all connections and agreements with the utility. All equipment shall be UL-listed. All installations shall comply with current local government-approved building and electrical codes. The system's guaranteed minimum output shall be 85% of the expected performance output.
