Renovation of a municipal facility in Lake City, Florida. Completed plans call for the renovation of a municipal facility.

Scope of work includes the build, delivery, setup, and installation of 44 dog kennels: 30 - 4'x12', 10 - 5'x12', and 4 - 8'x8', all 6' inside a 40'x 125' metal building. The successful bidder may be required to furnish a 5% bid bond with bid submittal, and if selected, furnish the County Manager with a performance bond, and proof liability insurance prior to commencing work. The Columbia County Board of County Commissioners reserve the right to reject any and/or all bids and to accept the bid in the County's best interest. Bids requiring bid bonds will not be accepted if bond is not enclosed. Cash or certified check will be accepted in lieu of bond except on construction projects with a project budget exceeding $40,000. PROJECT INFORMATION The county is soliciting bids for the build, delivery, setup, and installation of 44 dog kennels: 30 - 4'x12', 10 - 5'x12', and 4 - 8'x8', all 6' high. These kennels will be installed inside a 40'x125' metal building, approx. 5,000 sqft provided by the county once the Animal Enforcement Building construction is complete. A. Scope of Work The kennels are to be 6' indoor/outdoor style. All panels must be made with 2"x4" square no-climb horse panel. The kennels are to be completed in bays of 5 kennels separated by a metal no-climb horse panel and 1/2 " PVC paneling to prevent cross-contamination and contact with the neighboring dog. The kennels should be welded together for strength and stability to prevent escape, and should be anchored and mounted flush with the floor in such a way as to allow debris such as feces to exit the kennel and to prevent cross-contamination. The PVC paneling will need to be smooth, 4' wide, going 3/4 of the way up the kennel to ensure there will be no contact with the neighboring dog. The PVC paneling will need to be mounted to the kennel in such a way that it can meet with the floor and be sealed so that water or debris can not be transferred between kennels. Covered and secured by a no-climb horse panel(s) in such a way as to prevent escape. Dog kennels are to be separated by an aluminum guillotine door, .090 thickness, with stainless steel tracks that allow it to move freely up and down, and a no-climb horse panel for the rest of the divider going up 6' and surrounding the guillotine door. The guillotine door features a 2-pulley gravity system, with 1/16 cable and a handle that allows it to be attached to the kennel, holding the door open in various positions (approx. 12' sections for each kennel) There will be doors, 2'x6', framed as doors, on the front and the back sides for ease of cleaning, and they will need to be secured with stainless steel gravity latches that will allow the door to swing in and out. The additional panels on the fronts and backs will also need to be 2'x6' for the 4'x12' kennels and 3'x6' for the 5'x12' kennels. The 8'x8' kennels will be an open design, not to have a guillotine door, but will have PVC panels. Each 8'x8' kennel will have 3 identical sides of 8'x6', the front panels will be 6'x6', and the door will be 2'x6'. All metal should be coated well with an industrial marine-grade enamel paint to prevent rust and corrosion, kennels will be subjected to urine, feces, water, and strong disinfectants daily. All metal should be 6g for No-Climb Horse Panels. ALL fasteners should be a minimum of stainless steel in construction and included in Unit Pricing. ALL kennel fencing and framing materials MUST be painted using industrial marinegrade enamel . Contract Time The contract time shall be 120 days from the date of contract execution. The contractor will be required to return the executed contract to the Columbia County Purchasing Officer, within 14 days of Board approval. Time can be extended by mutual agreement of both parties. Liquidated damages shall be $300.00 per day. No work is allowed on Saturdays, Sundays, and/or County designated holidays unless directed otherwise by the County. Contractor shall provide a construction schedule with the bid package detailing time frames/lines showing how the project will be constructed. The schedule will be taken into consideration in the bid review process and bids submitted without the schedule could be reason for a bid to not receive full consideration.
