A. The Contract is for a 5-year term; B. The hauler would be the exclusive collector for garbage and recyclables for all residential units located in the following municipalities: 1. Southampton Township (Cumberland County); 2. South Newton Township; 3. Shippensburg Township; 4. Newville Borough; 5. West Pennsboro Township; 6. Penn Township; 7. North Newton Township; 8. Cooke Township; 9. Newburg Borough; 10. Upper Mifflin Township; 11. Lower Mifflin Township; 12. Upper Frankford Township; 13. Lower Frankford Township; 14. Hopewell Township; 15. Southampton Township (Franklin County) C. The Contract would not include the collection of garbage and recyclables for commercial establishments; D. Collection of garbage and recyclables must take place on the same day for a given customer; E. Ordinances adopted by the participating municipalities would require all residents to utilize the hauler that is awarded the bid, except that the Ordinances would exclude certain residents from utilizing the hauler; F. The hauler would be responsible for providing all necessary vehicles, as well as the cost of collecting, transporting, and disposal of the garbage and recyclables; G. Billing and collections would be the responsibility of Southampton Township Cumberland County. H. The hauler would be paid by Southampton Township on a quarterly basis within 45 days after the start of a given quarter. I. If a listed municipality elects not to participate or cannot do so, then the scope of the contract shall be limited to those municipalities that do participate. Specific Bids are sought for each of the following, and the Contract may include some or all of the following: 1. A quarterly charge per customer for the collection of residential garbage and recycling for the following: (a) For garbage collection, those choosing to use (a) 90-99-gallon tote with lid furnished by hauler, or (b), no more than three (3) 33-gallon garbage bags, or the equivalent of a 90-99-gallon tote, on a weekly basis; (b) recyclables collection on a weekly basis with the hauler furnishing a 64-gallon tote with lid; and 2. Same as number 1 above, with a senior citizen discount per customer for customers ages 65 and above; 3. Recyclables collection on a weekly basis with the hauler furnishing a 64-gallon tote with lid; 4. Those customers purchasing bags for garbage collection from the Township to be collected on an "as needed basis" with a minimum of 12 bags to be purchased by each such customer on an annual basis; The term "Garbage" shall include all matter and materials which are discarded or rejected by the owners or producers thereof as offensive or useless, or which by their presence or accumulation may injuriously affect the health, comfort, or safety of the citizens served by this contract. It shall include garbage, rubbish, trash, and other refuse materials, but shall exclude human body waste, debris from household renovations, whether interior or exterior, dirt, rock, concrete, lead pipe, limbs, the trunks of trees, yard waste, or hazardous wastes. The term "Recyclables" shall include Paper - Newspaper and inserts, magazines and catalogs, junk mail and envelopes, office paper, cereal, soda, and tissue boxes, as well as corrugated cardboard boxes and other paperboard packaging, paper towels and toilet paper cores, paper bags, and phone books. Containers -Aluminum beverage cans, metal food and beverage cans, plastic bottles and containers labeled #1 #7. Specifically excluded from the definition of "recyclables" are plastic bags, pizza boxes, takeout containers, and cardboard with a wax coating, glass, and Styrofoam. The Township would have the right to designate, by Resolution, additional recyclable materials and bulk items and to change recyclable materials and bulk items to be collected depending on the feasibility and marketability of recyclable materials and requirements of Pennsylvania state law, rule, or regulation. There are approximately 6250 total residents (customers) in the fifteen participating municipalities. Based on past experiences, the Board of Supervisors estimates that there will be approximately 11,000 customers in total who will opt for collection services as per items 1 and 2 above. The Board further estimates that approximately 250 customers will opt for collection of individual trash bags in accordance with item 4 above. The Board cannot guarantee that the choices made by the residents will be consistent with the estimates. In addition, the Board cannot guarantee whether all fifteen municipalities will participate. The right is reserved: 1) to reject any and all bids; 2) to accept bids for any of the four listed items above; 3) to re-advertise for new bids; 4) to waive any irregularity, mistake error or omission in any bid received; 5) to accept the lowest bid deemed favorable to the interest of the Township, all in Township's sole discretion. Bids shall be firm and binding for a period of thirty (30) days after the Bid Opening. Bids cannot be modified or withdrawn (except as provided) during that time period. The successful bidder shall be required to sign the Contract no later than December 30, 2025. The amount of the Performance Bond required by the Contract Documents will be fifty (50) percent of the cost of the work, according to the awarded contract price.
