The Mandan City Commission will receive bids for the construction of Streets and related items in the Street Improvement District 240 (SID-240_2025_09) project. Such work is to be completed according to the schedule, plans, and specifications on file in the Office of the City Administrator. Work shall consist of approximately 19,943 SY of subgrade preparation and geosynthetic separation fabric, 3,350 CY of aggregate base, 17,502 SY of 5-inch asphalt pavement, 186 SY of concrete sidewalk, 8,549 LF standard curb and gutter, 26 streetlights, furnishing and installing 2,723 LF of 6-ft high precast fence, or an alternate of 2,723 LF of 6-ft high vinyl fence, and related items. These plans are within the Shores at Lakewood 2nd Addition platted area and a portion of Oxbow Trail SE. The contractor shall upload a copy of his license or renewal thereof, pursuant to Section 43-07-12 of the North Dakota Century Code, as amended, through online. The contractor shall upload a copy of his bidder's bond in the amount of five percent (5%) of the amount of the bid as required by Section 48-01.2, North Dakota Century Code, as amended, and executed as provided by law, through online. The bid bond shall be conditioned that if the principal's bid is accepted and a contract is awarded, the principal shall execute the contract within ten days of receipt of the notice of award. The project contains one bid schedule. The basis of award shall be the lowest and best bid for the bid schedule as selected by the City. All prime bids will be subject to NDCC bidding requirements. The contract(s) will be awarded on the basis of the low Bid submitted, on eligible areas, by a responsible and responsive Bidder deemed most favorable to the City's interest. Bids shall be made on the basis of cash payment for the work to be done. All work under this advertisement shall be started on a date to be specified in a written order from the City Commission. The City Commission reserves the right to hold all bids for a period of thirty (30) days after the date fixed for the opening, reject any or all bids, and to waive irregularities whenever it is for the best interest of the City.
