The Mandan Fire Department requests written qualifications from professional Architectural/Engineering firms for the construction of an additional fire station in Northwest Mandan, with a city-owned lot at 3600 Old Red Trail NW available for the project. The city is open to considering alternative site locations that may provide improved operational or community benefits. The new facility may also serve as the City's Emergency Operations Center (EOC), and respondents are required to provide design and cost estimates for both the fire station and the potential EOC components, with pricing estimates presented separately. The selected firm will assist the city in identifying and evaluating potential land options for a future fire station in the Southeast or Southwest areas of Mandan. The successful applicant will provide professional consulting services, including preliminary design and cost estimation, full design development, preparation of contract documents, bidding assistance, and contract administration. The selected firm must also assist the City in developing and executing a public engagement and communication plan, including preparation of visual concepts, cost and tax-impact summaries, FAQs, and participation in public meetings and media outreach as requested. Qualifications statements from consultants are limited to 20 single sided or 10 double sided pages on standard letter paper, using 12-point font, and must address the firm's experience and ability to perform the defined services in a timely manner. The primary items for consideration include technical capabilities, experience and performance, understanding of project and work approach, knowledge of regulations and local conditions, ability to respond in a timely manner, availability of qualified personnel, and experience with similar projects. Written proposals are accepted until 5:00 pm CT on the specified deadline in the format prescribed by the City. The architect/engineer will be selected based on Statements of Qualification and/or oral interviews, with a selection committee recommending a single firm to the Board of City Commissioners. A scope of work will be developed, and prices negotiated with the firm selected.
