No definite date for the rebid.** The scope of work includes obtaining cost proposals to provide and install an automated parking pay station with license plate reader capabilities that accepts cash and credit cards. The criteria by which the CITY shall evaluate proposals are set forth in the Request for Proposals. One (1) original and three (3) copies of your Proposal and one (1) copy of your cost Proposal in a separate sealed envelope, shall be received by the City of Lodi Parks, Recreation and Cultural Services no later than the date and time indicated on the cover page of this RFP Lodi Lake Park - Automated Parking Pay Station - location- 1101 W. Turner Road Lodi, CA 95242 For questions concerning the anticipated Project or to receive copies of this Request for Proposals or the Scope of Services, please contact Steve Virrey, PRCS Superintendent, via email at svirrey@lodi.gov. Requests-for-Proposals no later than Wednesday, October 16, 2025. All Addenda, if any, will be posted to this site. The CITY reserves the right to reject any and all Proposals or waive any irregularities in any Proposal or the Proposal process. The project site is located at Lodi Lake Park, 1101 W. Turner Road, Lodi, California. Lodi Lake property is a considered a regional park facility which offers a wide variety of recreational activities for our users. Our park property currently offers a total of (209) regular parking stalls, (9) accessible parking stalls, (2) EV charging parking stalls and (27) boat trailer parking stalls. Parking availability and traffic congestion are a point of concern. Currently, Parks and Recreation staff at the entrance kiosk which is limited to weekends, and the peak summer months. Visitors pay their entrance fees by using the antiquated iron ranger pay station where an envelope of cash is manually inserted into the pay tube. The proposed automated parking pay station will assist with parking enforcement, ensure patrons are paying their entrance fee thereby increasing revenue and ultimately reduce traffic and increase visitor safety. Other benefits include digital license plate validation enabling quick and accurate verification, convenience for patrons, and reduces the risk of lost revenue. The scope of work includes obtaining cost proposals to provide and install an automated parking pay station with license plate reader capabilities that accepts cash and credit cards. The pay station shall be highly reliable, easy to use, safe from cyber-attacks and show that the City of Lodi is organized, welcoming and inclusive. The primary goal of the automated pay station is to improve the overall visitor experience resulting in repeat visitation and stimulate the Parks and Recreation revenue. The minimum requirements for the automated pay station functionality shall include the following: o Accessible LED or LCD Display Screen with multi-selection options which will be discussed by Parks and Recreation staff, as the City has multi rates for residents and non-resident uses of the Lodi Lake property o Heavy Duty Cabinet & Pedestal must be a minimum of 11-gauge Stainless Steel with Tamper-Resistant Fabrication wet-set anchor bolts within a Concrete Pad with a Deepen Footing, associated conduits and Removal Protective Bollards o Full Alpha-Numeric Keypad or Keyboard with a tactile feel of metal construction, vandal resistant, weatherproof, and corrosion-resistant. The Keypad or Keyboard shall be backlit and provide an audible indication when pressed. The unit must provide an ATM style, menu-driven interface with keys adjacent to the display, making it easier to choose the options shown on the display. The keypad must be modular and easily unplugged and removed with basic tools for easy servicing. Cash (Bill) Acceptor with Bill Stacker shall be able to accept $1, $5, $10, $20 - dollar bills or any combination thereof. The ability to determine what bills are accepted must be configurable within the software and loaded into the pay station manually or remotely through wireless connection. The bill acceptor must be programed for bank notes issued by the United States and must have an acceptance rate of 98% for street quality bills. All rejected bills must be returned. Bill acceptor must be modular and easily unplugged and removed with basic tools for easy servicing. The pay station must be programmed for taking cash and dispensing change. o Credit/Debit Card Reader for Visa, MasterCard, Amex, Discover, Apple Pay and Samsung Pay. Card reader shall partially ingest card, so that the parking customer always maintains control of the card. Card reader must be modular and easily unplugged and removed with basic tools for easy servicing. Card reader must be capable of reading mag-stripe and chip based smart cards conforming to ISO 7810, 7811 and 7816. Card reader component must have integrated NFC reader, chip and magstripe card readers, PIN pad on touchscreen, camera and bar code reader, and shall be configured for Apple and Samsung Pay. o Receipt Printer must be a high-quality thermal printer with simple paper path and reliable cutting edge. Paper rolls must be easily removed and replaced within 60 seconds, and shall be modular and easily unplugged and removed with basic tools for easy servicing. Pay station machine must allow receipt printing in the field. Pay station machine must have the capacity of producing at least 4,000 tickets prior to replacing a print roll. Printer shall allow for a paper roll core of at least 3" in diameter to resist roll curling as the paper nears the end of the roll. The unit shall be programmed to provide or not provide a receipt to the customer. o Electrical Hardwiring shall be 120-volt direct current and must have a battery power back-up. The pay station must not require more than 5 amps for operation in mild climate conditions and the battery must be a minimum of a 12-volt sealed Gel Cell. Power operation shall have an on/off switch with a re-settable circuit breaker with a red LED indicator light showing that the power in On. o Communication Connection shall be Verizon Fios internet speed with Wi-Fi 6E technology 6 GHz Wi-Fi band. The pay station must also support direct Ethernet connection without any additional hardware at distances in excess of 200' from the central network hub. o Payment Options must include United States bills, Credit Cards, Smart-Phone payments and accept electronic passes for yearly Lodi Lake Parking Pass Holders. o Remote Management shall have the capabilities to provide the following: transaction reporting, daily, weekly, monthly and annual revenue, pay station configuration, time and days of operation, ticket formatting, real-time reporting information, warnings of system faults in real-time and software capabilities from a remote PC. Installation Requirements 1. Pay Station and Barrier Gate Arms shall be installed per the manufacture's specifications and instructions. Poured-in-place concrete pads and footings shall be 5000 PSI or higher, 6-inch minimum slab thickness with #4 re-bar grid and associated anchor bolts and electrical and communication conduits. 2. Protective Removable Bollards shall be installed per the manufacture's specification and instructions. Bollards shall be fabricated out of 4-inch diameter steel with a highvisibility yellow powder coated finish and shall be rated for a minimum of 10,000 lbs of impact at 5mph. All bollards shall include embedment sleeves with a pad-lock retention hasp to secure bollards to the sleeves at a finished height of 36-inches above finished concrete grade.
