Lakewood Elementary School Modernization Phase IV Project The Project consists of: Selective demolition and construction necessary for the Modernization to existing school buildings, including associated civil, architectural, structural, plumbing, mechanical, electrical and landscape work as indicated in the Drawings and Specifications. Generally, these categories of work involve new finishes, adaptive re-use and modification of certain selected areas, new finishes, handicap accessibility upgrades, toilet room fixtures & finishes, new lighting, and modifying and expanding selected infrastructure utilities.To bid on this Project, the Bidder is required to possess one or more of the following State of California contractors' license(s) A bid bond by an admitted surety insurer on the form provided by the District a cashier's check or a certified check, drawn to the order of the Lodi Unified School District, in the amount of ten percent (10%) of the total bid price, shall accompany the Bid Form and Proposal, as a guarantee that the Bidder will, within seven (7) calendar days after the date of the Notice of Award, enter into a contract with the District for the performance of the services as stipulated in the bid. The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if it is awarded the Contract for the Work. If applicable or required by the District for projects utilizing funds from the State of California School Facility Program, as outlined in Section 17076.11 of the Education Code, there is a mandate to achieve a participation goal for disabled veteran business enterprises ("DVBE") of at least three percent (3%) annually of the overall dollar amount expended on state-funded projects. To fulfill this mandate by demonstrating a good faith effort, Bidders must actively seek DVBE-certified subcontractors and suppliers prior to bid submission. For any state-funded project, the selected Bidder must, upon contract award, certify compliance with DVBE participation goal procedures. The DVBE Certification Participation Form, provided for this purpose, should not be submitted with the Bid but is required with the execution of the Contract. The Board reserves the right to reject any and all bids and/or waive any irregularity in any bid received. Describe the anticipated work scope, including: Paint removal (list paints or coatings, and locations) Paint stabilization or encapsulation (list paints or coatings, and locations) Removal and/or replacement of lead-coated components (list components and locations) Removal of lead containing bulk materials Dust/residue removal or decontamination (list materials and locations) Demolition of lead-coated components Any other activities that will or may result in worker exposures to lead A. Prior to replacement or removal of lighting fixtures, fire alarm devices, and emergency egress equipment, UW such as fluorescent light tubes, HID bulbs, mercury switches and thermometers, and the electric school sign on west side of campus, must be removed. A. The Scope of Work consists of the removal of ACMs and materials with asbestos content and construction work that will likely impact known and assumed ACMs as specified in this section. Reference all other sections of the Specifications and other sections included in the contract documents for information and requirements that affect the work of this Section. The work shall include but not be limited to the following: 1. Removal of ACM flooring and mastic and non-ACM base cove materials in Buildings A, B, C, D, and E. a. The multi-purpose room, kitchen areas, restrooms, and administrative rooms in Building D are excluded. 2. Modernization of restrooms in Buildings A, B, C, and E including demolition of ACM wall systems and non-ACM doors, lighting fixtures, toilets, sinks and all accessories. 3. Preparing and painting of interior ACM wall and ceiling systems throughout Buildings A, B, C, and E and in the classrooms of Building D. 4. Reinstallation of thermostats on ACM wall systems at the correct height in classrooms. 5. Demolition of ACM wall and exterior door repositioning in Building E to accommodate new student toilet room. a. ACMs likely to be impacted by this work include drywall with ACM compounds, exterior black building sealant and the beige sink undercoating associated with the classroom student sink. B. Table I attached provides estimated quantities of known and assumed ACMs that will be impacted or removed by the scheduled work. The Contractor is responsible for field verifying quantities of ACMs and difficulty in abating the same. C. All Category I and Category II materials rendered friable during the removal process such as use of mechanical removal methods will be managed and disposed as regulated asbestos-containing material (RACM). D. The following material can be disposed of as Category I Non-friable ACM if it is not rendered friable during removal: vinyl floor tile and black mastic in Buildings A, B, C, D, and E. E. The following materials can be disposed of as Category II Non-friable ACMs if they are not rendered friable during removal: sink undercoating and sealants. F. Non-textured drywall and associated joint compound that contain less than 1.0 percent (<1.0%) asbestos by point count method may be disposed of as construction debris. G. Materials and materials contaminated with <1% asbestos content (by point counting methods) may be disposed of as construction debris. H. Note some asbestos containing materials are associated with lead containing materials and/or paint. Coordinate removal and disposal with Section 028700 - Lead-Containing Paint Removal and Lead-Related Construction. I. Some wall systems may have multiple layers or backing material. Drywall with finish compounds in the restrooms is required to be abated and shall include all layers to the building wall or ceiling framing as applicable. J. Resilient flooring and mastic abatement shall include all adhesives and leveling compound if present to the concrete slab. K. All workers that contact ACM shall be trained at minimum in accordance with Title 8 CCR 1529 for Class IV Work. Workers that will perform work that may disturb remaining ACMs shall be trained in accordance with Title 8 CCR 1529 for Class III Work. Construction work that will create debris (disturbance) during removal of architectural components, attachments to existing finishes, and wall preparation where ACMs are present is considered Class III work. L. Construction work that involves disturbances of existing ACMs not scheduled for removal including but not limited to wall or flooring materials must coordinate work with the abatement contractor or complete work with Class III trained workers and procedures, as appropriate. A. The Scope of Work consists of the removal of PCB containing materials that will likely be impacted during the renovation work. Reference all other sections of the Specifications and other sections included in the contract documents for information and requirements that affect the work of this Section. The work shall include but not be limited to the following: 1. Removal of the PCB containing black window gasket from the exterior windows in Building E prior to the wall demolition and dorr repositioning to accommodate new student toilet room. A. Except as otherwise noted, the control system shall consist of all thermostats, and gateways to fill the intent of the specification and provide for a complete and operable system. B. The EMS Contractor shall review and study existing building/site conditions where applicable and all new construction drawings for the project including HVAC drawings and the entire project specifications to familiarize themselves with the equipment and system operation prior to prior to bidding and submittal of a bid/price and notify the owner immediately of any conflicts between the project and the scope of work of this section, including work to be completed by others. C. All equipment and installation of control devices associated with the equipment listed below shall be provided under this Contractor. D. When the EMS system is fully installed and operational, the EMS Contractor will make themselves available to meet with the designated representatives of the owner to review the as-installed condition of the system. At that time, the EMS contractor shall demonstrate the operation of the system and prove that it complies with the intent of the drawings and specifications. E. The Contractor shall furnish and install a complete EMS control system including all necessary hardware and all operating and applications software necessary to perform the control sequences of operation as called for in this specification. Provide and Install EMS controls for the HVAC Equipment as noted on the drawings: F. Provide technical support necessary for commissioning of system in coordination with the HVAC Contractor, Balancing Contractor and the owner's team. G. Contractor shall provide one training session in the operation of the system, for owner's personnel. H. All work performed under this section of the specifications will be in compliance with all codes and regulations as mandated by the authority having jurisdiction.
