he Project includes the modernization of three (3) sanitary sewer lift stations within the City of Millersville, including Bethel Suction Lift Station, Marcie Ann Submersible Lift Station, and Williamson Submersible Lift Station. The project will bring each station into compliance with the Tennessee Department of Environment and Conservation (TDEC) Design Criteria for Sewage Works while replacing components nearing the end of their useful life. The project involves the installation of three (3) manual transfer switches, one (1) emergency bypass connection, two (2) backflow prevention assemblies, three (2) sets of guide rail systems and lift chains; the replacement of two (2) sets of duplex, non-clog submersible pumps, replacing one (1) wet well top and access hatch with watertight components, mechanical grouting of pipe joints, and all other appurtenances and site work necessary for three fully-functioning sanitary sewer lift stations. Bids will be received for a single prime Contract. Bids shall be on a unit price basis. Printed copies of the Bidding documents may be obtained from Issuing Office during the hours indicated, upon payment of a nonrefundable deposit of $100.00 for each set. Upon request and receipt of the document deposit indicated, the Issuing Office will transmit the Bidding Documents via delivery service. Standard shipping is two-day delivery. The date that the Bidding Documents are transmitted by the Issuing Office will be considered as the Bidders date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, and Addenda if any, obtained from sources other than the Issuing Office. Questions: Instead, prospective bidders should direct all questions in writing to kwienhold@enviroscienceinc.com on or before Friday, September 19th, 2025 at 3:00 PM (CST). All questions received before the deadline will be addressed in an addendum to be issued on Tuesday, September 23, 2025. Bid security shall be furnished in the amount of five percent of the total bid amount in accordance with the Instructions to Bidders. The successful Bidder will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof. The Award will be made to the lowest, responsive, responsible bidder. The Owner reserves the right to reject any and all bids and to waive any informalities or technicalities therein. This project is being supported with the Tennesses Department of Environment and Conservations (TDEC) American Rescue Plan (ARP) State and Local Fiscal Recovery Fund (SLFRF or Fiscal Recovery Fund) Non-Competitive Grant funding. Therefore, certain restrictions and other requirements attach to this opportunity. The Award of this project is contingent upon receiving approval for construction from the Tennessee Department of Environment and Conservation (TDEC) Division of Water Resources Engineering Services Unit (ESU). Final approval of Plans and Specifications is anticipated. Davis-Bacon Act, Copeland Anti-Kickback Act, and American Iron and Steel Requirements: The grant recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements. Bidders must agree to comply with the Prevailing Wage Rate provisions per Tennessee State Water Infrastructure Grants (SWIG) program in addition to the Federal Davis-Bacon Act, whichever is higher. The Copeland Anti-Kickback Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. Contractors must not appear on Sam.gov disbarment list. Disadvantaged Business Enterprises (DBE) Requirements: State and Federal funds will be involved in this project, and, as a result, Bidders must comply with DBE requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract(s) awarded by the Owner. Special Notice to Disadvantaged Business Enterprises (DBE) Firms: All qualified DBE firms desiring to bid as a General Contractor, sub-contractor, professional service provider, supplier, or equipment vendor are encouraged to contact Nashville Minority Business Center office listed above to review bidding/contract documents. Qualified DBE firms may also contact Enviro- Science, Inc. in order to obtain a list of prospective bidding General Contractors or to obtain copies of bidding/contract documents.
