HTFC seeks responses from qualified producers of factory built housing that are compliant with the federal HUD Manufactured Home Construction and Safety Standards and that are in conformance with the Fannie Mae/Freddie Mac Manufactured Home Advantage Design Guidelines ("CrossMod Producers" or "Proposers") as the basis for establishing a prequalified list of CrossMod Producers (i.e., producers and installers of CrossMod homes) for a network of municipalities and not-for-profit organizations, including Land Banks (collectively, the "Network" and singularly, the "Network Entity"), that have been selected by HTFC for the MOVE-IN NY program. The purpose of this RFP is to prequalify a list of eligible CrossMod Producers ("PQL") and allow the Network to choose CrossMod homes for bulk purchase and installation within each municipality. This PQL will be in effect for a period of five years from the date of selection. Inclusion on the PQL does not guarantee work. CrossMod Producer participation will require preparation of site-specific quotes once the MOVE-IN NY program is underway and members of the Network are ready to submit purchase requests. The successful CrossMod Producers selected under this RFP process shall have the ability to accomplish timely and cost-effective production and installation of CrossMod homes in the localities selected to participate in the MOVE-IN NY. The Cross-Mod Producer should be able to provide up to four models of CrossMod homes that the localities can select based on pricing estimated through this RFP process, and finalized once specific sites have been identified and purchase requests have been submitted. The Scope of Work includes the ability and capacity to: (1) Build and deliver up to 100 CrossMod homes distributed to approximately ten (10) communities over a 12-month period; (2) Scale installation teams in any of the localities once homes are selected for purchase; (3) Engage with local housing and planning offices in the selected localities to advance the site-plan and permitting processes; (4) Produce CrossMod model homes of between 1,000-1,600 sq. ft. with designs and configurations that demonstrate options for entrances to accommodate narrow lots; and (5)Begin the Scope of Work as early as December 2025.
