Site work, asbestos abatement and renovation of a residential development in Union City, New Jersey. Completed plans call for the renovation of a residential development; for site work for a residential development; and for asbestos abatement for a residential development.

The Housing Authority of The City of Union City, herein referred to as UCHA, is soliciting written bid submissions from the General Contractor for the redevelopment of our affordable housing properties for renovations as defined by the scope of work. The UCHA elected to participate in the Rental Assistance Demonstration (RAD) through a non-tax credit conversion. The Housing Authority has been issued Commitments to Housing Assistance Payments(CHAPs) for its residential units located at Columbian Court(96 units), herein referred as "RAD Sites". The Housing Authority wishes to obtain comprehensive bid submissions that address construction rehabilitation and renovations of the RAD Sites. The program involves Modernization and Rehabilitation at Columbian Court buildings to include asbestos abatement, kitchen renovations, electrical upgrades, bathroom renovations, plumbing stack replacement, and new flooring. Bid Date Notes: Any bids received after the designated time and date will be returned unopened. One (1) original and one (1) copy of the bid must be submitted. Failure to provide the notarized, signed and required documents will result in disqualification of the bid. The addendum will be issued no later than Monday, October 13, 2025. Each Bid must be accompanied by a Bid Guarantee (i.e., Bid Bond) in an amount equal to 5% of the bid amount (with no maximum amount) in accordance with 2 C.F.R. 200.326(a). A copy of such an addendum will be issued to all prospective Bidders via email (at the respective email addresses furnished for such purposes) and via certified mail or certified facsimile transmission, not later than seven (7) business days prior to the date fixed for the opening of submitted bids. Minorities/Women owned firms are welcome to bid. The Union City Housing Authority is an Equal Opportunity Employer. The successful Bidder will be required to obtain a 100% Performance and Payment Bond from an acceptable Surety within seven (7) days of the contract award. A Consent of Surety shall be submitted with the bid. All costs associated with obtaining the Performance and Payment Bond must be included within the Bid. No additional payment shall be made by the UCHA. No bids shall be withdrawn for a period of sixty (60) days following the bid submission deadline. The successful Bidder will be required to execute the UCHA's contract within seven (7) days of contract award. All bids and security must be enclosed in a properly sealed envelope bearing on the outside the name of the Bidder and the title of the Bid contained therein. Pre-Bid Walk-Through: Bid Documents to ensure a responsive Bid. Private tours of the job site will not be given. A Bidder's failure to attend the Pre-Bid Conference is at its own risk. The owner reserves the right to waive minor immaterial informalities in the bids or to reject all bids pursuant to N.J.S.A 40A:11-13.2 and any bid that is non-responsive or submitted by a Bidder that is not responsible.
