Site work and paving for a mixed-use development in Lake Forest, California. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
The work generally consists of removal of the existing interior coating, structural repairs, and recoating of the interior and exterior of the two domestic water tanks, replacement of tank inlet, outlet, overflow, and drain piping, replacement of storm drain piping and catch basins, replacement and relocation of the flow meter and flow meter vault, site regrading and repaving. The project will also include replacement of the tank level instrumentation devices, inlet and outlet valves, access manways, tank interior ladders, and cathodic protection system, and tank and pipeline hydrostatic testing, cleaning, and disinfection. The El Toro tanks are located in a residential community near the intersection of Windsong and Byron Way in the City of Lake Forest. All the work will be performed within IRWDs property. Access to the site is from Byron Way. The project involves removal of existing interior coating, repairing and recoating for interior and exterior coating of the two domestic water tanks, replacement of tank inlet, outlet, overflow and drain piping, replacement of storm drain piping and catch basins, replacement and relocation of the flow meter and flow meter vault, and site regarding and repaving. The project will also replace the tank level instrumentation devices, inlet/outlet valves, access manways, interior ladders, and cathodic protection system. Q&A Deadline 10/30/2025 5:00 PM (PDT) : Online Q&A : Yes. Project Duration : 550 calendar days from the date of the Notice of Award a. Temporary Bypass Piping Installation: Disconnecting existing piping and installing the bypass piping must be completed in 4 consecutive hours between 10 pm and 6 am. No excavation or backfilling operations shall be completed during these outage hours. CONTRACTOR to coordinate with DISTRICT to schedule the outages associated with installing and disconnecting of the bypass piping. b. Inlet/Outlet Pipeline Replacement: Work for replacement of inlet/outlet piping shall be constructed and put in service prior to work on the two tanks. The switchover from bypass piping to the new inlet/outlet piping must be completed in 4 consecutive hours between 10 pm and 6pm. No excavation and backfill operations shall be completed during outage hours. Additionally, all equipment and materials shall be on site and the locations where the existing pipe will be cut exposed to determine if there are any issues. c. Flow Meter Vault Replacement: Work for the removal and replacement of the Flow Meter Vault shall be performed and completed prior to work on the two tanks. The flow meter cannot be taken out of service for more than 72 hours if both tanks are full. d. Lake Forest Zone 4 El Toro Tank 1 Draining: Draining of the existing reservoir requires a minimum of three (3) weeks advance notice. The shutdown shall not begin on Monday, Friday, or the day prior to or following a holiday. e. Lake Forest Zone 4 El Toro Tank 1 Shutdown: Tank 1 shall be shut down and taken offline for draining. CONTRACTOR shall isolate Tank 1 without impacting the operation of Tank 2. At least one of the two tanks shall always service the Lake Forest Zone 4 water system at all time. f. Lake Forest Zone 4 El Toro Tank 2 Draining: Draining of the existing reservoir requires a minimum of three (3) weeks advance notice. The shutdown shall not begin on Monday, Friday, or the day prior to or following a holiday. g. Lake Forest Zone 4 El Toro Tank 2 Shutdown: Tank 2 shall be shut down and taken offline for draining. CONTRACTOR shall isolate Tank 2 without impacting the operation of Tank 1. At least one of the two tanks shall always service the Lake Forest Zone 4 water system at all time. The schedule constraints shall be as stipulated in the Contract Agreement and the following: a. 16-inch ACP Inlet/Outlet water line removal and replacement. b. Flow Meter Vault removal and replacement. c. 12-inch and 18-inch HDPE storm draining piping removal and replacement. d. Draining of the Tank 1 requires a minimum of three (3) weeks advance notice. The shutdown shall not begin on Monday, Friday, or the day prior to or following a holiday. CONTRACTOR shall verify Tank 1 can be fully isolated prior to draining the tank and taken offline. e. Tank 1 shall be shut down and taken offline for draining. f. Tank 1 shall be returned to service, including hydrostatic testing, disinfection, and all proposed improvements shown on the construction plans required to place the tank into operation. See General Requirements Section 09971. g. Draining of Tank 2 requires a minimum of three (3) weeks advance notice. The shutdown shall not begin on Monday, Friday, or the day prior to or following a holiday. h. Tank 2 shall be shut down and taken offline for draining. i. Tank 2 shall be returned to service, including hydrostatic testing, disinfection, and all proposed improvements shown on the construction plans required to place the tank into operation.
