The City of Lake Forest is seeking proposals from qualified and experienced traffic engineering consultants to provide Traffic Signal Management and Operations Services. The scope of services includes: 1) Traffic Signal Operations and System Monitoring - evaluating and supporting the performance of the City's traffic signal network through periodic analysis, field reviews, and coordination with the City's maintenance contractor; 2) Citywide Traffic Signal Coordination Master Plan - developing and implementing an updated master plan to optimize signal coordination and improve overall traffic operations; 3) Citywide Traffic Count and Level of Service Program - collecting and analyzing traffic data at selected intersections for signal timing adjustments and planning-level traffic evaluations; 4) Traffic Signal Plan Review - reviewing signal design plans for public and private projects to ensure compliance with City standards, codes, and best practices; and 5) Construction Support Services - providing technical support during construction of traffic signal improvements, including review of submittals and RFIs, and conducting field observations to verify installation quality. Consultants are expected to bring industry knowledge, professional judgment, and proactive recommendations, with all work completed in accordance with applicable federal, state, and local regulations. RFP for Traffic Signal Management and Operations Services The City of Lake Forest is seeking proposals from qualified and experienced traffic engineering consultants to provide Traffic Signal Management and Operations Services. The purpose of this Request for Proposals (RFP) is to retain an independent consultant with specialized expertise in traffic signal operations, coordination, and infrastructure support to assist the City in maintaining a safe, efficient, and responsive traffic signal system. The scope of services under this contract includes five core components: Traffic Signal Operations and System Monitoring - Evaluate and support the performance of the City's traffic signal network through periodic analysis, field reviews, and coordination with the City's maintenance contractor. Citywide Traffic Signal Coordination Master Plan - Develop and implement an updated master plan to optimize signal coordination and improve overall traffic operations across the City. Citywide Traffic Count and Level of Service Program - Collect and analyze traffic data at selected intersections to inform signal timing adjustments and planning-level traffic evaluations (ADT Counts and LOS Analysis). Traffic Signal Plan Review - Review signal design plans for public and private projects to ensure compliance with City standards, codes, and best practices. Construction Support Services - Provide technical support during construction of traffic signal improvements, including review of submittals and RFIs, and conducting field observations to verify installation quality. The Consultant will be expected to bring industry knowledge, professional judgment, and proactive recommendations to support the City's traffic management efforts. All work must be completed in accordance with applicable federal, state, and local regulations. Project Description The City is seeking Traffic Signal Management and Operations Services. The services are expected to be completed within three years from contract award. The City anticipates awarding a contract with an initial term of July 1, 2026 to June 30, 2029. The City will have the option, at its sole discretion, to extend the agreement for up to two (2) additional one year terms. If the parties are unable to reach an agreement, the City, at its sole discretion, will not move forward with the renewal option and shall re-procure the work. Pre-proposal Requests for Clarification: December 19, 2025, 12:00pm Anticipated Final Selection/ City Council Target Date: June 2, 2026 All questions, requests for interpretations or clarifications, either administrative or technical must be requested via the City's eProcurement Q&A feature. All written questions will be answered in writing and conveyed to all interested firms. Oral statements regarding this RFP by any persons should be considered unverified information unless confirmed in writing. Scope of Work A detailed Scope of Work is provided under the Scope of Work section. The Respondent will be expected to fulfill, at a minimum, the services and technical requirements described in the Scope of Work. Upon final selection, the Scope of Work may be modified and refined during negotiations with the City. Scope of Work and Services A. General Description The City of Lake Forest is seeking proposals from qualified traffic engineering consultants to provide professional Traffic Signal Management and Operations Services. The selected Consultant will act as an independent contractor to support the operation, evaluation, and optimization of the City's traffic signal network, consisting of 93 traffic signal-controlled intersections, primarily operated through the City's centralized Traffic Management Center and Centras Advanced Traffic Management System (ATMS). The scope of work includes the following five (5) primary service components: Traffic Signal Operations and Monitoring Citywide Traffic Signal Coordination Master Plan Citywide Traffic Count and Level of Service (LOS) Program Traffic Signal Plan Review Construction Support Services The Consultant shall be responsible for delivering the services described below in accordance with all applicable federal, state, and local regulations, and shall operate independently while collaborating closely with City staff and the City's traffic signal maintenance contractor. B. Scope of Services 1. Traffic Signal Operations and Monitoring This task supports the ongoing operation and efficiency of the City's traffic signal system through proactive system monitoring, field investigation, timing evaluations, and coordination with the City's maintenance contractor. The Consultant shall: Remotely operate the City's Centracs ATMS system using their own facilities and equipment. Monitor real-time traffic signal operations daily and verify signal functionality. Investigate operational issues flagged by the ATMS and conduct field verification as necessary. Monitor the health of signal communication networks and recommend corrective actions for outages or malfunctions. Report signal malfunctions to the City's signal maintenance contractor within 8-24 hours and verify completion of repairs. Evaluate and verify accuracy of programmed signal timing. Provide monthly reports summarizing signal system status, issues, and resolutions. Conduct quarterly GPS-based (or approved equal) travel time and corridor studies to assess and adjust signal coordination. Recommend timing updates, equipment upgrades, and operational improvements. Assist in evaluating and resolving public traffic signal complaints. Maintain and update signal timing and coordination models using software such as Synchro and SimTraffic. Integrate the City's traffic model (LFTAM) as needed in coordination with other consultants. Estimated Annual Workload: Approximately 500 hours 2. Citywide Traffic Signal Coordination Master Plan The Consultant shall maintain and update a Citywide Traffic Signal Coordination Master Plan to ensure optimal system performance and support the City's participation in the Orange County Transportation Authority's (OCTA) Regional Traffic Signal Synchronization Program (RTSSP). Consultant shall: Inventory all existing traffic signal equipment, including software, controllers, cabinets, and communication components. Maintain intersection documentation (e.g., timing charts, photo logs, as-builts). Develop and deliver a digital signal system inventory. Manage and support the expansion of Centracs ATMS software licenses and coordinate with software vendors. Identify and inventory existing traffic signal communication pathways. Recommend and support expansion of signal interconnect systems (excluding construction). Integrate all signal controllers and coordination systems with Centracs or other future ATMS platforms. Coordinate server migration and setup to continue to maintain and improve the City's Traffic Management Center (TMC) Maintain and update a Citywide Traffic Signal System Map in PDF, AutoCAD, and laminated hardcopy formats. 3. Citywide Traffic Count and LOS Program The Consultant shall implement a Citywide Traffic Data Collection Program including: a. Average Daily Traffic (ADT) Counts Conduct biennial 24-hour, three-day directional ADT counts at City-identified locations. Ensure data is collected only under representative traffic conditions. Maintain GIS and spreadsheet records of all count locations. Submit a double-sided Citywide ADT Summary Map in AutoCAD and PDF formats. b. Level of Service (LOS) Analysis Conduct biennial turning movement counts and LOS analysis at all 93 signalized intersections. Use both ICU and HCM methodologies, considering special signal phasing and geometry. Provide a Citywide LOS Summary Map and historical comparisons in AutoCAD and PDF formats. Ensure that data collection does not conflict with holidays, inclement weather, or school breaks. Deliverables include all GIS shapefiles, tabular data, video media (if applicable), and final summary maps. 4. Traffic Signal Plan Review The Consultant shall review traffic signal plans and documentation associated with public capital projects and private development within all Federal, State, and local standard time frames. Services include: Technical review of signal plans, phasing diagrams, controller setups, and interconnect layouts. Verification of compliance with City standards, CA MUTCD, and engineering best practices. Written review comments, redlines (if applicable), and coordination with City staff or developers. Recommendations for revisions, alternatives, or clarifications. Maintenance of a record of all reviewed plans and associated correspondence. Estimated Annual Workload: Approximately 500 hours 5. Construction Support Services The Consultant shall provide traffic signal-related support during construction phases, including: Review and response to submittals, RFIs, and shop drawings. Conduct field observations to verify proper installation of signal infrastructure per approved plans. Provide written documentation of inspections, observations, and compliance assessments. Coordinate with contractors, inspectors, and City staff to address and resolve any issues. Support signal turn-ons and testing when requested by the City. Estimated Annual Workload: Approximately 500 hours C. Consultant Qualifications and Requirements The Consultant shall meet the following minimum qualifications: Proven experience in traffic signal operations, coordination, ATMS systems (especially Centracs), and signal plan review. Familiarity with Econolite control equipment and industry-standard software (e.g., Synchro, SimTraffic). Ability to operate Centracs or other ATMS remotely from their own facilities with appropriate connectivity and licensing. A Project Manager with a minimum of 5 years of experience in traffic signal engineering and operations, located within Southern California. Team must include an IMSA Level III-certified Traffic Signal System Specialist responsible for system monitoring and technical oversight. Consultant must operate as an independent contractor in compliance with Federal, State, and Local laws, determining their own methods of performance while meeting agreed-upon deliverables and timelines. D. Deliverables Summary At a minimum, the Consultant shall be responsible for providing the following deliverables during the contract period: Monthly traffic signal system performance reports Quarterly corridor synchronization evaluations Updated Citywide Traffic Signal Coordination Master Plan Signal system inventory (digital) ADT and LOS summary maps (AutoCAD, PDF, and hardcopies) Reviewed traffic signal plans with comments Field inspection reports during construction GPS travel time and progression studies or Automated Traffic Signal Performance Measures (ATSPM) Metrics
