The City requests cost estimates and information from qualified consultants to support a multi-departmental initiative focused on enhancing emergency evacuation planning and public safety infrastructure. Consultants are expected to assume existing SB 99 compliance and primarily assist with updates to the Public Safety Element and Emergency Operations Plan, ensuring full alignment with AB 747 and AB 1409, including addressing any refinements based on updated hazard, traffic, or population data. The scope includes three interrelated initiatives: 1. Evacuation Route Analysis for Public Safety Element Update. Identify residential areas with limited evacuation access, assess route viability under various hazard scenarios, and use findings to inform updates to the General Plan Safety Element, ensuring conformity with the Local Hazard Mitigation Plan, fire hazard maps, and state law. 2. Update to Emergency Operations Plan. Revise the City’s Emergency Operations Plan to reflect current best practices, interagency coordination protocols, and evacuation procedures consistent with state guidance. 3. Traffic Engineering Support. Conduct roadway capacity analysis, emergency traffic flow modeling, and make infrastructure recommendations to support safe and efficient evacuations. Tasks include creating evacuation route maps, identifying ITS upgrades, preparing cost estimates, and implementing signal timing plans using the City’s Centracs by Econolite software. The purpose is to improve comprehensive emergency preparedness and facilitate safe, efficient evacuations, with attention to enhancing traffic signal infrastructure and integrating evacuation-specific timing plans into existing traffic management systems, prioritizing westbound flow toward the I-5 freeway.
